CUNY Finance Manager - Accounts Payable in New York, New York
The Finance Manager will oversee the Accounts Payable Office and staff and is responsible for the management of all College-wide related accounts payable functions and for developing procedures and practices that will enhance the efficiency and customer service of the Accounts Payable department. S/he reports to the College Business Officer and supervises professional and administrative staff.
In addition to the Overview duties, this position:
Recruits, trains, supervises and manages administrative and professional staff in the Accounts Payable Department.
Develops, maintains, and delivers both on-line and in-person CUNYfirst and Accounts Payable training content and programs. Delivers CUNYfirst training to College-wide personnel.
Manages CUNY corporate credit card and travel card programs for the College.
Develops prompt payment policies and procedures in accordance with CUNY, New York State, and New York City rules and regulations. Develops, redesigns and implements policies, procedures and processes related to the College-wide accounts payable, CUNY P-Card, and CUNY T-card functions that are designed to increase efficiencies and customer satisfaction. Tests, develops, and/or writes specifications to automate required data from various CUNY and New York State information management systems.
Acts as a liaison for the College with the State of New York on matters pertaining to Accounts Payable. Interacts with all College departments to resolve accounts payable, CUNY P-Card, and CUNY T-Card issues. Responds to requests by and works with internal and external auditors.
Processes payments related to the State and the College. Monitors the State and the College’s financial systems and processes appropriate entries to keep the systems synchronized. Administers and reconciles the State Imprest funds and CUNY credit card programs. Oversees the processing of and reconciliation of travel vouchers and reconciles monthly travel and corporate credit card transactions. Researches and clears suspense items and monitors suspense activity.
Provides guidance and training to departmental heads and staff on their OTPS budget, CUNYfirst system and forms, CUNY Travel and Corporate Credit Card programs, rules and regulations.
Provides guidance and input to the College Chief Financial Officer on fiscal matters pertaining to College. Develops and recommends business process improvements for all phases of the fiscal process including Purchasing and Budget that have an impact on the college’s ability to efficiently pay vendors.
Bachelor's Degree and six years' related experience required. City College experience preferred.
