Computer Systems Manager
CAMPUS SPECIFIC INFORMATION
The Office of Computing and Information Services (CIS) at the City University of New York (CUNY) support the IT and telecommunications needs of CUNY's 24 colleges. CIS supports enterprise IT and applications; develops new technologies that advance the University's core mission; builds, upgrades and maintains the University's network; operates the University's Data Center and help desk; develops disaster recovery and business continuity plans; and leads the CUNYfirst Enterprise Resource Planning Project (ERP), which integrates 25 university systems, covering student administration, financial management, and human resources.
Reporting to the Payroll and Benefits Lead, the PeopleSoft Technical Lead will serve as a technical expert on the CUNYfirst Production Support team in the areas of Human Resources, Finance, and other modules while ensuring stable performance of all PeopleSoft applications, and manages the application change control process.
Key responsibilities include, but are not limited to:
Provides technical support and acts as a technical expert for all PeopleSoft applications.
Works with the CUNYfirst Production Support team to resolve reported issues and provide expert guidance to PeopleSoft technical and functional support team members.
Acts as a technical and functional resource to aid in the technical upgrade, business process management, and analysis and design configuration of the PeopleSoft/Oracle Human Capital Management, PeopleSoft Payroll Interface and PeopleSoft Payroll Interface modules.
Develops and maintains a specialist understanding of the CUNYfirst PeopleSoft application, its implementation, customizations and operational use.
Develops and maintains an overall understanding of the CUNYfirst PeopleSoft application and coordination points among the many components and versions of the system.
Collaborates with Pillar Support Leads, managers and other stakeholders to facilitate processes, projects, installations and formulation of operating policies and procedures, pertaining to CUNYfirst and the PeopleSoft Human Capital Management and PeopleSoft Payroll Interface pillars.
Supports the activities of CUNY-wide committees and discussion groups pertaining to CUNYfirst PeopleSoft support with particular emphasis on the Human Capital Management and PeopleSoft Payroll Interface pillars.
Transforms functional requirements into technical requirements and recommends industry best practice solutions.
Analyzes customizations to retrofit delivered product as much as possible.
Supports users through unit, integration, system and UAT testing.
Handles complex application features and technical designs.
Evaluates user requests for new or modified program to determine feasibility, cost and time required, compatibility with current systems and computing capabilities.
Analyzes user requirements, procedures and problems to automate processing or to improve existing system.
Studies existing installation to evaluate effectiveness and develop new approaches to improve production or specifications as required.
Performs other related duties as assigned.
Six (6) years of progressively responsible full-time paid information systems technology experience, at least 18 months of which shall have been in an administrative or managerial capacity in the areas of computer applications programming, systems programming, information systems development, data telecommunications, data base administration or a closely related area.
Education at an accredited College or University may be substituted for the general information systems technology experience at the rate of one year of college for 6 months of experience up to a maximum of 4 years of college for 2 years of experience. In addition a Master's degree in computer science or a closely related field from an accredited college or university may be substituted for an additional year of the general information systems technology experience. However, all candidates must possess the 18 months of administrative or managerial experience described above.
This title has multiple levels. In addition to the minimum qualifications above, additional qualifications, such as education, experience, or certification relevant to the area of specialization are required.
Preferred Qualifications include:
Six (6) years' experience in a lead role with PeopleSoft Human Capital Management, Payroll Interface and Financials 9 or higher.
Experience in production application change control practices and processes.
Working knowledge of PeopleTools 8.5.x in the areas of Workflow, SQR, PeopleCode, Application Engine, XML Publisher Upgrade Assistant, and other relevant areas.
Proficiency with Oracle Database and SQL.
Knowledge and understanding of Weblogic, Tuxedo, SFTP in a PeopleSoft-hosted environment.
Additional working knowledge of other PeopleSoft modules such as Campus Solutions, ELM (Enterprise Learning Management), and CRM (Customer Relationship Management) a plus.
Proactive and detail-oriented with strong problem-solving and organizational skills to establish, monitor and update technical plans, manage a varied workload with multiple priorities, and to follow up and complete work by prescribed deadlines.
Ability to identify issues and experience triaging issues in a production support environment for PeopleSoft applications.
Strong written, verbal, and interpersonal skills to interface with technical staff, administrative users, and constituents at all CUNY colleges.
Ability to work productively as an individual contributor and collaboratively as a team member in a fast-paced, time-sensitive, customer-responsive and team-oriented environment.
