CUNY Retirement Plan Compliance Analyst (University HR Operations Specialist) in New York, New York
The University Benefits Office (UBO) administers all employee benefits programs available to CUNY employees and retirees. The Office seeks a Retirement Plan Compliance Analyst to support the Optional Retirement Plan (ORP) and Tax Deferred Annuity (TDA) Plan sponsored by TIAA.
The Retirement Plan Compliance Analyst will work with the University Retirement Plan Asset Officer to establish standardized audits of CUNY’s ORP and TDA plans to ensure compliance with all plan parameters. The combined plans cover approximately 40,000 current and retired participants and has approximately $6 billion in assets. The position reports to the University Retirement Plan Asset Officer.
Including the CUNY Title Overview, other key responsibilities include, but will not be limited to the following:
Work with payroll, CUNY campuses and TIAA to correct errors uncovered in audits.
Manage withdrawal and loan process with TIAA (approximately 30-40 daily requests).
Working with University Retirement Plan Asset Officer recommend and implement enhancements to automate enrollment and deduction processes for the ORP/TDA plans.
Act as liaison with State and City payroll to correct compliance issues that they bring to UBO’s attention.
Train campus Benefit Officers on compliance related topics to improve efficiency and reduce errors.
Analyze employees issues involving missed contributions and work with payroll agencies and TIAA to ensure employee is credited with the appropriate deductions and lost earnings.
Review new employees for vesting completion.
Assist in project management as it relates to revisions to the ORP and TDA plans.
Compile all data needed by external plan auditors.
Bachelor's degree and four years' related experience required (Accounting or Finance preferred)
The ideal candidate will have the following knowledge, skills and abilities:
Working knowledge of Federal, State, and City laws and regulations influencing defined contribution plans such as ERISA, NYS Education law, NYS Retirement law.
Strong analytical, evaluative, and research skills to work with various information systems to audit retirement plan data and create reports.
Experience using PeopleSoft, NY state Payserv and/or NY City PMS.
Proficiency in Microsoft Office especially MS excel - Intermediate level proficiency required; expert level preferred.
Knowledge and understanding of employee benefits plans, practices, procedures, and documentation.
Experience managing large databases.
Experience handling compliance of defined contribution plans, preferably 403b plans in a higher education setting and experience handling annual 5500 filing and plan audits.
Excellent customer service skills preferably in Higher Education environment.
Effective interpersonal, verbal, writing, editing, proofreading, and communication skills.
Detail oriented with strong organizational and follow-through skills to prioritize work, manage multiple priorities, and meet deadlines in a time-sensitive office.
High degree of personal integrity to work and handle documents with the utmost discretion, maintain confidentiality, and safeguard employee information.
CUNY TITLE OVERVIEW
Administers processes and policies university-wide as part of a team of HR professionals in CUNY's Office of Human Resources Management (OHRM).
Advises members of the University community on HR policies and guidelines, providing a high level of customer service
Reviews transactions and employee data using the utmost discretion; may conduct audits and prepare reports and communications
Maintains an in-depth understanding of, and applies, CUNY policies, rules and regulations, relevant laws and guidelines, and selected provisions of collective bargaining agreements.
Performs related duties as assigned.
