GENERAL DUTIES

I.T. Computer Systems Managers manage and direct an Information Technology area at a College or University level. They set policies and procedures, direct technical staff, and maintain responsibility for administrative as well as technical issues within their assigned area(s) of responsibility. They may manage major and/or large, complex information systems activities and/or manage a unit or group.

CAMPUS SPECIFIC INFORMATION

The Manager of Strategic Technology Implementation and Integration has a wide scope and is responsible for the configuration, data integration of middleware hosted onsite or in the cloud that contribute to student success, enhance the student, faculty and/or administrative experience. This includes analyzing and optimizing business processes. He/she is responsible for carrying out the College’s technical vision by implementing technology according to the College’s strategic Plan. He/she stays abreast of the latest technologies and trends to ensure that the institution is taking advantage of its potential. Implementation experience should include ID Card Systems, Door Access, Managed Printing, Native Mobile Applications or equivalent systems.

Typical duties include but are not limited to:

  • Oversee and coordinate the development of specific project plans.

  • Recommend improvements to provide continuous enhancement of technology services and the student experience.

  • Coordinate complex procurements with the QCC Purchasing Office in accordance with NY State agency procurement guidelines. This includes the preparation of related documents (RFP, SOW, etc.) and the assessment of vendor responses, particularly their alignment to the needs and strategic direction of the college.

  • Collaborate with administrative offices to enhance department productivity through effective development and implementation of technology solutions. Take a key role in the planning and implementation of new services, technologies and upgrades.

  • Identity and evaluate alternate solutions to current business problems and issues.

  • Prepares analysis and reports on efforts.

MINIMUM QUALIFICATIONS

  1. Six (6) years of progressively responsible full-time paid information systems technology experience, at least 18 months of which shall have been in an administrative or managerial capacity in the areas of computer applications programming, systems programming, information systems development, data telecommunications, data base administration or a closely related area.

  2. Education at an accredited College or University may be substituted for the general information systems technology experience at the rate of one year of college for 6 months of experience up to a maximum of 4 years of college for 2 years of experience. In addition a Master's degree in computer science or a closely related field from an accredited college or university may be substituted for an additional year of the general information systems technology experience. However, all candidates must possess the 18 months of administrative or managerial experience described above.

This title has multiple levels. In addition to the minimum qualifications above, additional qualifications, such as education, experience, or certification relevant to the area of specialization are required.

OTHER QUALIFICATIONS

Preferred Qualifications:

  • Extensive implementation and data integration for middleware systems that support students, faculty or/and administration.

  • Proven Project Manager including managing vendor based projects

  • High level understanding of networking, security, databases, private cloud infrastructure

  • A clear vision of current and emerging trends in technology/student support/ student services and the student experience and technical ability to implement

  • Excellent interpersonal and communication skills

  • The ability to work effectively with diverse constituencies across the College

  • Significant experience as a SQL Server Database Administrator, SQL Reporting Services and SQL Server Integration Services

  • Expertise in PeopleSoft PS Query, Oracle SQL Developer or Toad for Oracle

  • Significant experience in Blackboard Transact including knowledge of ID card contactless/NFC technology, encryption keys and EV Credit Card Processing

  • Significant experience experience with Pharos Uniprint managed printing solution

  • Significant experience with data integration with Hobsons Connect/Alert CRM

  • Significant experience with Starfish Early Alert and Connect

  • Significant experience Administering Vanderbilt Door Access System Functions as SharePoint Administrator

  • Proficient VMware vSphere

  • Experienced in Active Directory, Windows Server OS and MS Clustering Services

  • Experienced in Qless and InFlight software implementation or equivalent systems

COMPENSATION

Commensurate with experience and qualifications.
