I.T. Computer Systems Managers manage and direct an Information Technology area at a College or University level. They set policies and procedures, direct technical staff, and maintain responsibility for administrative as well as technical issues within their assigned area(s) of responsibility. They may manage major and/or large, complex information systems activities and/or manage a unit or group.

The College of Staten Island (CSI) is a City University of New York (CUNY) senior College organized around two academic divisions and three schools, with over 14,000 students. CSI offers a broad range of academic programs in the liberal arts and sciences, and in several professional areas. The College awards associate's, bachelor's, master's and clinical doctoral degrees, and in collaboration with The CUNY Graduate Center, numerous Ph.D. degrees. CSI's internationally recognized faculty passionately engage in scholarly and artistic activities, and together with a strong professional staff, lead students through transformational learning experiences both inside and outside of the classroom. The College is situated on a 204-acre site, has recently incorporated a residential component, and is currently engaging in capital expansion. It is a hub of intellectual and artistic activity and a community partner and source of economic impact and job creation for the greater Staten Island area.

Under executive direction as the highest level of system manager, the Director will have sole responsibility for administering, managing, organizing and day-to-day control and operations of the High Performance Computing Center (HPCC). This position will also be responsible for research support, outreach, training, fundraising, and educational collaboration. The Director maintains responsibility for all major personnel, who oversee operations, technical support of administrative, and information systems, and provides user services to academic and research users. The Director is responsible for implementing CUNY policies and setting policy and procedures. A key element of this position will be to formulate grant proposals and write successful grants; formulate, write and follow-up on legislative funding requests; and be able to form CUNY wide teams to respond to grant opportunities. Finally, this position will have a central role on how the HPCC supports initiatives in economic development as well as sustaining intellectual growth by interacting with local and regional industries and the scientific community.

Under General Direction

The Computer Systems Managerial titles cover a management class of positions consisting of assignments at different levels of responsibility. Employees in this class of positions are responsible for managing and directing all aspects of an information systems technology area within the University or a College. The Director will be solely responsible for performing a full range of computer systems analysis functions utilizing general knowledge of and involvement with programming languages, operating systems; database management systems, data communications systems, and software systems analysis; and will also have supervisory duties, instructing, directing and checking the work of computer installation personnel, and coordinate scientific computing applications.

Under Administrative Direction:

The Director implements CUNY policies and set policy and procedures for the CUNY HPC facility; directs subordinates for CUNY HPC system analysis, systems programming, high performance computer cluster administration, operations and technical support staff who provide user services to CUNY researchers; and maintains responsibility for all major personnel, administrative and information systems technology problems. Provides state-of-the art expertise on high performance computing system products and is responsible for setting standards for all data requirements for these systems. Coordinates a major University or College information technology project and provides recommendations. Plans and oversees the installation and maintenance of systems and provides expertise and support. Makes hardware and software acquisition recommendations for the development of new HPCC systems.

MINIMUM QUALIFICATIONS

  1. Six (6) years of progressively responsible full-time paid information systems technology experience, at least 18 months of which shall have been in an administrative or managerial capacity in the areas of computer applications programming, systems programming, information systems development, data telecommunications, data base administration or a closely related area.

  2. Education at an accredited College or University may be substituted for the general information systems technology experience at the rate of one year of college for 6 months of experience up to a maximum of 4 years of college for 2 years of experience. In addition a Master's degree in computer science or a closely related field from an accredited college or university may be substituted for an additional year of the general information systems technology experience. However, all candidates must possess the 18 months of administrative or managerial experience described above.

This title has multiple levels. In addition to the minimum qualifications above, additional qualifications, such as education, experience, or certification relevant to the area of specialization are required.

OTHER QUALIFICATIONS

Ph. D. or Master’s Degree with five years of practical experience in a technical discipline in science, mathematics, computer science/systems/networks or engineering; and experience in developing systems tools for the management of high performance computing systems and/or high-speed networks.

A minimum of two-years’ experience in operational management in an academic HPC Center consisting of Linux-based HPC and storage systems including hardware and software in largescale heterogeneous environments.

Successful record of accomplishment in managing the development of proposals and in securing external funding from the National Science Foundation and other governmental agencies and/or private sources for expanding the capabilities of research computing facilities and computational research.

Demonstrated ability to work with and support the activities of a university-based research community to include the promotion of the use of HPC in non-traditional computational disciplines, in particular the social sciences, and the development of joint proposals for research funding with the research community.

Capable of concise and focused communication with researchers, IT staff, and University administrators; excellent writing and oral communication skills.
