Reporting directly to the Executive Director for Financial and Business Services, the Finance Procurement Director is the Chief Procurement Officer for Bronx Community College and its Related Entities including the Association, Auxiliary and Child Care Center.

In addition to the CUNY Title Overview, the Finance Procurement Director’s duties include but are not limited to the following responsibilities:

  • Manage, supervise, and provide professional development to the procurement team and ensure all activities pertaining to the procurement of goods and services are performed in accordance with all applicable CUNY and NYC guidelines and regulations.

  • Provide guidance to the departments on the methods of procurement in accordance with CUNY and NYC procurement regulations while maximizing College resources.

  • Review, evaluate, and approve procurement team assignments

  • Develop, edit and review Invitation for Bids (IFBs), Request for Proposals (RFPs) and Request for Information (RFIs); draft and place advertisements in the NYS Contract Reporter and The City Record for tax-levy and non-tax levy procurements.

  • Consult with CUNY’s Office of General Counsel, Supplier Diversity Office and Office of Facility, Planning, Construction and Management to review and approve contracting actions.

  • Collaborate with the Business Office Team (Accounts Payable, Budget and Non-Tax Levy Accounting Offices) to evaluate and identify opportunities to streamline workflow and improve efficiency in the procure-to-pay process.

  • Serve as the College’s advocate and Compliance Officer for the Minority and Women-Owned Business Enterprise (M/WBE) and Service-Disabled Veteran-Owned Business (SDVOBs) for the College’s procurement activities.

  • Oversee high level procurement projects on behalf of the College.

  • Manage the College’s P-card, T-card and NET Card Program.

  • Represent the Business Office on procurement and contract matters with Departmental Chairs, Faculty, and Administrative and Executive Leadership.

  • Develop ongoing procurement workshops/trainings for the college community on current procurement processes and procedures.

  • Leverage PeopleSoft to improve customer service, increase transparency and accountability, and design and implement process improvements.

  • Create a well-balanced team that fosters a creative and productive work environment, where all team members are customer-focused to deliver a quality work product within acceptable time frames.


Bachelor's Degree and eight years' related experience required.

Preferred Qualifications:

• Bachelor’s degree in Business, Economics, Accounting, Finance or closely related field

• Experience in administering procurement, including purchasing and sourcing activities for a public/governmental entity

• Certification in procurement, budgeting, public accounting, or related field

• Demonstrated knowledge of and experience with City and/or State procurement rules, procedures and finance law

• Experience in conducting purchasing/sourcing transactions in an Enterprise Resource Planning Systems (ERPs), such as CUNYfirst and/or New York City Financial Management System (FMS)

• Proficient with Microsoft Word, Excel and PowerPoint

• Strong organizational, interpersonal and communication skills

• Strong analytical skills with commitment to detail and organization

• Strong ability to handle multiple contract requests concurrently and on an on-going basis

• Establish and maintain cooperating working relationships with a diverse population of faculty and staff and make sound decisions

• Proven ability to work in a team environment and possess a shared organizational value for integrity, flexibility and professional/ethical behavior


Directs a College's purchasing and contracting operations including staff supervision and legal compliance.

  • Oversees the procurement of all goods and services necessary for a College's operations within the parameters of CUNY and NYC procurement regulations.

  • Represents the College on purchasing and contract matters, providing expertise and guidance during the bidding, selection, negotiation and contract processes.

  • Manages and supervises the purchasing office staff to assure all activities related to goods and services are performed in accordance with the applicable guidelines and regulations.

  • Manages the Board Resolution process for contracts and purchases in excess of mandated amounts.

  • Liaisons with College, University and governmental representatives.

  • Provides reports to the executive administration on department operations as required.

  • Performs related duties as assigned.
