Assistant Vice President for Budget and Finance (Reopened)
Brooklyn College, a vibrant senior college of The City University of New York (CUNY), invites applications for a motivated and talented financial leader to support its executive team. Reporting to the Senior Vice President for Finance and Administration (SVPFA), with latitude for independent judgment and decision making, the Assistant Vice President for Budget and Finance is responsible for setting the strategic direction associated with finance, procurement, compliance, and budget operations to accomplish daily and long-term goals. The incumbent must work closely with the SVPFA and the SVPFA’s Cabinet to provide information and services to the campus community.
Position duties include but are not limited to:
Responsible for the campus-wide functions of comptroller operations/accounting/business operations, purchasing, compliance, and budget.
Work with the SVPFA and the Budget Office to implement strategic budgeting in alignment with the college’s strategic plan and integrated, all-funds resource planning and reporting.
Oversee the submission of the college’s financial plan and other University budget reports.
Oversee the financial reporting to the University and financial audits.
Collaborate with offices within Finance and Administration to enhance tuition and fee revenue projections.
Oversee the business office to ensure streamlined processing.
Oversee the procurement of all goods and services necessary to support College operations and supervise all related staff.
Ensure compliance with all State, City, and CUNY procurement regulations and procedures with regard to bidding, selection, negotiation, and contract processes.
Manage the Board Resolution process for purchases according to the mandated threshold amount.
Oversee compliance and administrative services operations, including internal audit, property management, credit card administration, central receiving, and mailing services.
Develop and monitor the strategic and operational assessment plans for the office.
Synthesize complex information into presentations and reports for various audiences.
Implement customer service and communications plan for employees under the AVP’s portfolio.
Document all processes, policies, and procedures.
Attend University meetings and communicate relevant information.
Perform all other tasks assigned by the Senior Vice President for Finance and Administration.
This position is in CUNY's Executive Compensation Plan. All executive positions require a minimum of a Bachelor's degree and eight years' related experience.
A Bachelor's degree and eight (8) to ten (10) years of experience in finance administration at a large and complex organization or an institution of higher education are required. At least five years of experience must have been in a position of progressively responsible management in finance administration, at a large and complex organization or an institution of higher education.
Experience must include strategic financial planning, analysis and management, along with demonstrated effectiveness in resource planning, budget modeling, application of appropriate fiscal management systems and technologies, data analysis, project management and presentation, and leadership in budget development and communication.
A strong customer service orientation and attention to details are required, along with excellent analytical, oral, written and interpersonal communication skills. Must have sound supervisory skills and experience as well as a consultative management style with the ability to foster a cooperative and collaborative work environment, take the initative to make decisions, resolve problems, and work effectively with all levels of staff and constituents.
