Reporting to the Director of Financial Aid, the Federal Pell & Systems Specialist is responsible for all aspects of the federal Pell Grant Program including, the processing of ISIRs, disbursement, and reconciliation. The Federal Pell & Systems Specialist will collaborate with the Financial Aid Systems Coordinator, program coordinators, and counselors.

The position requires an individual who is knowledgeable of the University’s financial aid system (CUNYfirst) and Federal and New York State Financial Aid regulations and the College’s admissions policies. The Federal Pell & Systems Specialist must have excellent planning, organizing, coordinating, problem solving, and supervisory skills, and good oral and written communication skills. The individual must be a team player with excellent negotiating skills and must be student centered with a strong commitment to service.

The Financial Aid Specialist responsibilities include but are not limited to:

  • Administer the Federal Pell Grant Program and participate in the development and implementation of financial aid services, policies, and procedures.

  • Review and correct ISIR and other financial aid information

  • Certify Federal Pell Payments

  • Reconcile Federal Pell Information

  • Research and resolve Federal Pell problems

  • Monitor and troubleshoot CUNYfirst Pell related problems

  • Provide analysis and reports on Pell activities

  • Maintain a strong working knowledge of Federal Pell and NYS State financial aid programs, policies, and regulations

  • Supervise staff and assist in staff training and development

  • Represent the Financial Aid Office at the college and University wide meetings.

  • Assist with special projects as requested

  • Must be available for evenings and weekend coverage as required.

  • Additional responsibilities if needed.



Bachelor's Degree and four years' related experience required.


  • Comprehensive knowledge of Federal and New York State financial aid programs and regulations.

  • Working Knowledge of CUNYfirst (PeopleSoft)

  • Strong data analytic skills

  • Ability to write queries

  • Ability to exercise professional judgment in applying problem-solving and organizational skills.

  • Diplomatic approach to managing and reconciling conflicting priorities

  • Must be a team player with strong conflict resolution skills.

  • Working knowledge of Microsoft Word, Excel, Access, and PowerPoint.

  • Excellent interpersonal and communications (written and oral) skills.

  • Strong supervisory skills

  • Experience with or interest in developing advanced skills in data management


Administers and supervises financial aid programs and operations.

  • Reviews contracts, disbursements, tuition and fees; validates student eligibility for various programs

  • Administers, monitors and troubleshoots CUNY financial aid systems as well as Federal and NY State systems in order to ensure integrity of student databases and timely and accurate delivery of funds

  • Assists CUNY staff, applicants, and students/families with advice on financial aid issues and eligibility

  • May review and reconcile student payroll processing

  • Represents the Financial Aid function at Admissions events; works with academic departments as well as Bursar, Registrar, Admissions and Computing offices to assure staff understand and implement financial aid processes correctly

  • Assists in the development and evaluation of Admissions processes

  • Prepares documentation, instructions, and materials in various media to support financial aid activities

  • Performs related duties as assigned.
