Medgar Evers College (MEC), a nationally recognized leader in urban-serving education, is one of twenty three colleges within the dynamic City University New York (CUNY) System. Named for the late civil rights leader, Medgar Wiley Evers (1925-1963), the College's mission is to develop and maintain high quality, professional, career-oriented undergraduate degree programs in the context of liberal education.

Located in Central Brooklyn, MEC was established in 1970 with a mandate to meet the educational and social needs of the Central Brooklyn community, currently enrolling 7,000 students in degree programs. Students represent 105 countries around the world! MEC students obtain Associate degrees in 8 fields, and Baccalaureate degrees in 18 fields. They are instructed by over 208 Full-time dedicated faculty members who must maintain a portfolio of scholarship and research. To meet the needs of its students, the College offers courses and programs at various times, is growing their online program offerings, and in offsite locations. The College is committed to a student-centered education and advancing knowledge through scholarly research.

The Director of Human Resources Operations reports to the Executive Director of Human Resources and directs faculty, staff, CUNYfirst, and benefits matters pertaining to Medgar Evers College employees. This includes employment, orientation, placement, training and development, counseling, staffing, unemployment compensation, information systems and reporting, performance reviews, merit recognition, and regulatory compliance.

Additional responsibilities include but are not limited to the following:

  • Develop efficient and effective college-wide human resources processes and structure; introduce automated systems to promote efficiency and effectiveness; partner and coordinate College-wide strategic efforts to establish human resource management as a core competency by creating, writing, and institutionalizing College-wide policies, procedures, and practices.

  • Direct, plan, supervise, and evaluate the work of office staff in carrying out appropriate human resource tasks, including the maintenance of personnel actions for all employees from onboarding to separation.

  • Oversee the faculty and staff appointment process and collaborate with senior staff members to ensure policies and procedures are in place which provide a seamless on boarding process for all faculty and staff.

  • Works collaboratively with CUNY’s Office of Human Resources (OHR), Office of General Counsel (OGC), and Office of Labor Relations (OLR), on issues with respect to collective bargaining agreements, CUNY Bylaws and CUNY Rules and Regulations.

  • Provides guidance to Deans, Directors and Chairpersons on human resource issues affecting faculty and staff.

  • In the absence of the Executive Director, the Director will assume full responsibility for the leadership of all Human Resources functions including but not limited to Benefits, Employment, Recruitment, Staff Development, Contract Administration, Employee Relations, HRIS and Compensation

  • Confer with Vice Presidents, Deans, Directors, and Department Heads on personnel matters and encourage diversity, equal opportunity, and the fair and impartial treatment of all College employees.

  • Develop and implement meetings to include all campus administrative functions (e.g., HR, Budget, Finance, A/P, etc.) in order to improve the understanding and efficiencies of campus business processes.

  • Perform frequent review and audit of reports and database generated through CUNY enterprise software (CUNYfirst) system and other databases to ensure accuracy of employee and organizational data and efficient processing of actions using these systems

  • May conduct internal investigations, handle dispute resolution and coordinate with the appropriate campus

offices for follow-up and resolution;


Bachelor's Degree and eight years' related experience required.

The preferred candidate will have the following qualifications:

  • Experience working in Human Resources for a Higher Education Institution.

  • Strong customer service orientation, leadership skills, and attention to detail are essential,along with excellent interpersonal as well as oral and written communication skills.

  • Expert skills in managing sensitive and confidential employment issues are essential.

  • Knowledge of federal employment laws, regulations, and processes preferred. Experience with PeopleSoft, CUNYfirst, and Microsoft Office strongly preferred.

-The desirable candidate will also be a self-starter who can manage and prioritize a diverse workload.


Collaborates with campus or unit management to provide human resources leadership and to support related operations.

  • Directs human resources processes such as employment, benefits administration, recruitment and performance management

  • Manages staff responsible for providing employee services in the Human Resources office

  • Works with senior management in Human Resources, Labor Relations, and other areas to plan Human Resources strategies and programs; develops new Human Resources tools and programs to support management goals

  • Interprets regulations and policies of all kinds related to Human Resources, and advises senior executives and managers; reviews policies and procedures for improvement, and develops revisions

  • Ensures the integrity of Human Resources data, systems, records, and files

  • Independently researches sensitive Human Resources issues and assists executive management in their responses

  • Performs related duties as assigned.
