Reporting to the Deputy Director, the HR Manager for Benefits and Time and Leave will manage the operations of the Benefits and Time and Leave Units. The Manager will develop and manage the processes that will ensure timely resolution and follow-up to employees, retirees and beneficiaries regarding their benefits related issues or questions.

In addition to the CUNY Title Overview, the HR Manager’s duties include but are not limited to:

  • Manage benefits and time and leave operations. Oversee team responsible to administer benefits and time and leave services; ensure efficient workflow and high-quality service levels.

  • Serve as HR lead to work with Information Technology on the implementation, upgrades and maintenance of the Time and Leave System. Interpret time and leave rules and regulations according to CUNY standards

  • Interpret the collective bargaining agreement and CUNY policies and procedures as they relate to benefits and time and leave administration

  • Manage interaction between external vendors and internal resources to establish and improve relationships

  • Provide counsel to faculty and staff on employee benefits and time and leave matters

  • Serve as subject matter expert to Human Resource Services staff and the Office of Legal and Labor Relations for People Soft (CUNYfirst) benefits and time and leave issues

  • Work with the Data Validation Unit to ensure that employee information is accurate and timely for employee payment

  • Conduct regular workshops as part of new employee orientation, health benefit changes and updates, transfer, and annual enrollment periods

  • Provide counsel to faculty and staff on employee benefits and time and leave matters

  • Manage the College Assistant appointment and termination processes

  • Advise Workers’ Compensation claimants of their rights and obligations according to legal regulations and CUNY policy; follow-up with the Compensation Review Board as needed

  • Directly support Managers, Chairs and Administrators in resolving employee-related sensitive and confidential issues related to time and leave

  • Develop strategies to meet Department and College strategic plan objectives. Assess services provided to the College to insure effectiveness

Candidates will be required to provide proof of being fully vaccinated against COVID-19 upon commencing employment. Exemption (medical or religious) requests to this requirement will be considered in accordance with applicable law. Being fully vaccinated is defined for this purpose as being at least two weeks past their final dose of an authorized COVID-19 vaccine regimen. Final candidates must be fully vaccinated as of their first day of employment.


Bachelor's Degree and six years' related experience required.

  • Ability to foster a sense of community across a diverse population

  • Ability to negotiate and successfully manage confidential matters for all levels of staff

  • Demonstrated knowledge of benefits policies and procedures

  • Strong collaboration and communications skills, detail oriented, team player and organized

  • Bilingual skills a plus.


Manages a portfolio of Human Resources programs and operations at the College level.

  • Assumes responsibility for delivery of one or more human resources programs, which may include recruitment, performance management, labor relations, pay administration, recordkeeping, and/or human resources technology

  • Manages staff responsible for carrying out operations in the Human Resources office

  • Directly supports College department chairs and managers in staff planning, recruiting, hiring, and resolving sensitive personnel issues regarding their employees

  • Provides guidance on the impact of laws and regulations, CUNY policies, and collective bargaining agreements

  • Provides outreach to employees and provides communications such as meetings, newsletters, and web sites

  • Compiles accurate and well-organized reports

  • Assists management with developing policies, procedures, and programs to support Human Resources' objectives

  • Performs related duties as assigned.
