HR Specialist, HRIS (HEOa)

Reporting to the Executive Director of Human Resources, or Designee, the HR Specialist, HRIS, supports the management and implementation of department human resources information systems, including but not limited to CUNYfirst’s Human Capital Management (HCM), time and leave systems, legacy systems.
The Human Resources Specialist’s duties include but are not limited to:
Implements procedures to extract, verify, and correct data as appropriate. Lead the review of system data and make corrections as necessary while adhering to CUNY and College deadlines.
Serve as lead person in implementation of new time and leave system; leads components of the college’s transition into new HRIS systems and processes, such as CUNY’s Payroll Interface.
Develops, runs and analyzes reports and tracking systems to determine adjunct eligibility for 3 year reappointments; and ongoing monitoring of eligibility.
Creates and runs reports from to provide information requested from other offices throughout the college; runs Monthly Employee Transaction report for President’s review.
Serves as liaison between HR and DoIT in developing and implementing technological solutions to support HR functions; serves as troubleshooter for HR IT issues.
Liaisons with Central Office in the updating of current HRIS systems and implementation of new policies, processes and systems; analyzes new systems not currently used at the college and recommends adoption if appropriate.
Collaborates with the Chief Diversity Officer in producing the Annual Affirmative Action Plan.
Trains systems users within HR and across the campus as appropriate.
Processes HR actions in HCM’s Position Management, TAM, Workforce Administration.
Coordinates and proofs Chancellor University Report activities.
Acts as liaison between HR and budget for position management.
Maintains and updates content on HR website; creates HR forms.
Runs mass reappointment processes in CUNYFirst for Adjuncts, HEOs, College Assistants.
Maintains data integrity; updates salaries in CUNYfirst, including increments and contractual raises;.ensures accurate record retention for the Office of Human Resources.
Maintains time and leave records for non-instructional staff.
Candidates will be required to provide proof of being fully vaccinated against COVID-19 upon commencing employment. Exemption (medical or religious) requests to this requirement will be considered in accordance with applicable law. Being fully vaccinated is defined for this purpose as being at least two weeks past their final dose of an authorized COVID-19 vaccine regimen. Final candidates must be fully vaccinated as of their first day of employment. All CUNY employees must reside within a commutable distance to their campus.
Bachelor's Degree and four years' related experience required.
Proficiency in the use of Microsoft Word/Excel and PeopleSoft or CUNYFirst preferred.
CUNY TITLE OVERVIEW
Develops and administers processes and policies regarding Human Resources.
Advises employees and managers on Human Resources policies and guidelines; provides a high level of customer service in assisting members of the College community
Supervises and administers one or more human resources programs such as recruiting, pay administration, employee orientation, employee benefits, data entry and recordkeeping, and performance appraisal/reappointment practices
Maintains an in-depth understanding of CUNY rules and regulations, relevant laws and guidelines, collective bargaining agreements, and College policies, and applies these to his/her areas of responsibility
Investigates regarding sensitive employee issues or complaints
Helps create innovative communications such as manuals, web pages, or employee meetings and provides these to the College community
Performs related duties as assigned.
