Brooklyn College invites applications for the Human Resource Director of Recruitment and Instructional Staff in the Office of Human Resource Services. Reporting to the Executive Director of Human Resource Services, the HR Director of Recruitment and Instructional Staff serves as a senior member of the Human Resources Department. As part of the leadership team, the HR Director contributes to the mission and development of the Human Resources Department to serve as a model for professional competency, teamwork, accuracy, efficiency and innovation. S/he plays a major role in the planning and execution of human resource initiatives and the development and implementation of policies and procedures affecting employment at the College. The HR Director serves as an internal consultant on human resources matters affecting faculty and staff. This position may serve as the Executive Director’s designee, as required.

Duties include, but are not limited, to:

  • Direct the Human Resource Services (HRS) Recruitment team through the employment life cycle from position advertising to onboarding and orientation of a new hire. Oversee the new employee orientation program. Develop and manage off-boarding activities for employees who separate from the College.

  • In conjunction with the Executive Director, work to ensure the College's compliance with the laws, policies, and procedures that govern employees including University Bylaws, the CUNY Code of Practice, Brooklyn College's Governance Plan, and collective bargaining agreements. Provide interpretation and guidance on University and College policies, contractual agreements, and employment laws and regulations.

  • Manage job classification and compensation for teaching and non-teaching instructional staff. Provide guidance to faculty and managers on employment processes which includes development of job descriptions.

  • Oversee review of material provided to the HEO Support Staff Screening Committee (SSSC) to ensure accuracy and compliance with CUNY guidelines.

  • Counsel faculty and staff to resolve work-related performance issues and disciplinary process if required; conduct internal investigations and review disciplinary cases as needed. Provide timely resolutions and/or referrals to mitigate sensitive issues.

  • Develop and enhance tools, programs, and best practices to support management goals and department strategic plans. Design and implement enhancements to the department’s services, efficiencies and effectiveness. Monitor established metrics to measure business improvement opportunities for the various HRS processes.

  • Lead human resources’ team in Employee Relations activities, Recognition Programs and In-House-training.

  • Work closely with the Office of Diversity & Equity to report hiring activity, diversity statistics and separations to President, Provost and Senior V.P. of Finance & Administration.

  • May develop and present training initiatives on human resource topics such as performance management and workplace conduct.

  • Represent Human Resource Services on various CUNY and College Committees.

QUALIFICATIONS

Bachelor's Degree and eight years' related experience required. Must be a current CUNY employee.

Preferred Qualifications

  • In depth knowledge of CUNY recruitment and employment processes, classification, and compensation

  • Hands-on experience with CUNYfirst applications as well as Microsoft Word and Excel

  • Independently researches sensitive Human Resources issues and assists executive management in their responses

  • Performs related duties as assigned.
