GENERAL DUTIES
I.T. Computer Systems Managers manage and direct an Information Technology area at a College or University level. They set policies and procedures, direct technical staff, and maintain responsibility for administrative as well as technical issues within their assigned area(s) of responsibility. Information Technology (IT) is the division of the Graduate Center responsible for voice, video, and data systems and services. The mission of this unit is to promote, facilitate, and support the effective use of technology in the learning process, in instruction and research, and in processing and accessing institutional information.
Under the direction of the Director of Systems Services, with latitude for the exercise of independent initiative and judgment, the Assistant Director of Systems Services has operational and leadership responsibility for the development and management of the IT telephony, LAN and WAN network, server, storage, and disaster recovery infrastructures.
All full-time and part-time CUNY staff are expected to work in-person at their campus office 70% of their work time. For full-time staff, this is equivalent to 7 out of 10 days of in-person work in a two-week period (e.g., 7 days in-person, 3 days remote). This hybrid work schedule is subject to change. This position will also require the incumbent to periodically visit the ASRC location.
Duties include but are not limited to:
Provides expert technical advice and leadership for IT infrastructure development and enhancement, architecture, projects and planning across the breadth of IT Infrastructure, including network (WAN, LAN, WIFI, VPN, firewall), servers (Windows, Linux, VMware), communications (phone, email, video), virtualization (VMware), storage, backup/recovery, disaster recovery, security, and regulatory compliance.
Develops and manages projects for Infrastructure initiatives; manages a variety of IT infrastructure development projects and initiatives among numerous staff; works closely and collaboratively with IT Web and Application Services and IT Client Services.
Researches and promotes best practices and technological advancements to proactively identify changes to systems and processes to meet new business requirements, reduce costs and improve infrastructure performance and security. Oversees all aspects of IT infrastructure to provide near continuous 7x24 operations; resolves escalated issues to ensure service continuity and availability.
Ensures that basic metrics for IT infrastructure, systems and processes have been identified, that an ongoing assessment process of these metrics is implemented, and that a proactive definition process focusing on addressing business needs is in place.
Conducts research and makes recommendations on products, services, and standards in support of procurement and development efforts. Prepares RFPs, bid proposals, contracts, scope of work reports, and other documentation for IT projects and associated efforts.
Interacts effectively with all levels of management, technical and non-technical. Explains requirements and technical scenarios to non-technical people.
Creates design documentation to detail implementation of business requirements and utilizes change control and lifecycle management to track all IT infrastructure. Creates detailed deployment and configuration documentation.
Reviews and analyzes the testing of systems and infrastructure to ensure completeness of controls, adherence to standards, security, completion of documentation, quality of output and efficiency of systems, supports and ensures SOX, HIPAA, and ITIL compliance within the IT infrastructure. Responsible for IT infrastructure vendor management, feasibility studies, time and cost estimates.
Supervises and provides leadership to the Infrastructure Services staff including, training, coordinating duties and assignments to assure effective operations, and providing direction to all assigned personnel. Evaluates staff in accordance with university established standards.
Participates in detailed strategic planning activities; monitors and reports on progress toward goals and objectives; manages service requests and problem resolution; and participates in the weekly Change Management meetings.
Functions as a member of the Systems Services management team; works cooperatively and collaboratively; communicates openly, clearly and frequently; maintains close communication with Director of System Services.
Performs other duties as assigned which are reasonably within the scope of this job classification.
MINIMUM QUALIFICATIONS
Six (6) years of progressively responsible full-time paid information systems technology experience, at least 18 months of which shall have been in an administrative or managerial capacity in the areas of computer applications programming, systems programming, information systems development, data telecommunications, data base administration or a closely related area.
Education at an accredited College or University may be substituted for the general information systems technology experience at the rate of one year of college for 6 months of experience up to a maximum of 4 years of college for 2 years of experience. In addition a Master's degree in computer science or a closely related field from an accredited college or university may be substituted for an additional year of the general information systems technology experience. However, all candidates must possess the 18 months of administrative or managerial experience described above.
This title has multiple levels. In addition to the minimum qualifications above, additional qualifications, such as education, experience, or certification relevant to the area of specialization are required.
OTHER QUALIFICATIONS
A preferred candidate should have:
BS degree in Engineering, Computer Science, Telecommunications or Operations Research
Three to five years of work experience with network and/or server maintenance and operations procedures
Three to five years of work experience in management/supervisory practices
Experience in quality improvement and process management
Detail oriented, ability to learn, implement, and support new services; ability to develop a variety of approaches for problem solving
Excellent communication, strong interpersonal skills for service delivery, and customer service skills
Strong leadership skills, technical acumen and critical thinking to build strong engineering and team capabilities. Ability to effectively supervise diverse teams of technical professionals, and the skill to manage and motivate team members to produce quality deliverables while meeting project deadlines and provide optimal service delivery
Extensive experience designing, configuring and managing a mid to large sized enterprise network; routers, switches, cabling, firewalls, VPN, Wi-Fi, VOIP, Access, Distribution and Core layers tuning and design, etc.
Extensive experience designing, configuring and managing a mid to large sized data center; servers, virtualization, cloud computing, SANs, clusters, disaster recovery/business continuity
Ability to work evening and weekends

COMPENSATION
$110,000 - $124,848. Salary commensurate with experience and qualifications.
