GENERAL DUTIES

Under direct supervision, assists purchasing agents in the purchasing of various commodities, works in accordance with standard procedure and legal requirements; performs related work. In the New York City Board of Education and the New York City Department of General Services: in addition to the duties listed above, may under direct supervision of purchasing agents, purchase materials, supplies and/or equipment in accordance with standard procedures and legal requirements, prepare necessary purchasing documents, performs the tabulation and analysis of bids, the examination of samples, and the investigation of bidders.

  • Keeps a record of requisition received.

  • Examines requisitions and checks the description of items for accuracy, completeness and consistency.

  • Assists in editing and revising specifications and conditions of purchase.

  • Maintains files for contracts, requisitions and mailing lists of prospective bidders.

  • Assists in preparing purchase proposals and suggests possible sources of supply.

  • Assists in the tabulation and analysis of bids, the examination of samples and the investigation of bidders.

  • Follows up on delayed deliveries.

  • Examines trade journals, directories, catalogues, and technical manuals and becomes familiar with market conditions, price trends and trade practices.

  • Keep records.

  • May interview salesmen and business representatives.

The Stella and Charles Guttman Community College is the City University of New York’s newest community college in 40 years. As an innovative institution, Guttman Community College requires flexibility and a broad range of skills and competencies from candidates in every position. Located in midtown Manhattan, Guttman was established with the goal of significantly improving student learning, retention and graduation, by rethinking community college education and practice. Guttman Community College is a federally-designated Hispanic Serving Institution with a culturally diverse student body drawn from across New York City.

Most of our students enroll directly out of high school. The College is committed to using a range of innovative approaches in order to achieve its goals and to improve student persistence, retention, completion, and transfer. The centerpiece of Guttman’s educational model is an integrated first-year core curriculum, where students examine current world issues and use New York City as a living text and laboratory. Thus, connecting information and concepts across multiple disciplines, contexts, and perspectives. This immersive approach equips Guttman scholars with the foundation of knowledge and skills essential to their intellectual, social, civic, and professional endeavors in and beyond the classroom.

Guttman currently offers five majors/pathways: business administration, information technology, human services, liberal arts and sciences, and urban studies, and will offer additional programs in the future. The College admitted its first cohort of 300 students in August 2012 and has established a goal of 5,000 students, in the coming years. Guttman Community College is seeking an Assistant Purchasing Agent for the Business office. Reporting to the Finance Procurement Director, the Assistant Purchasing Agent will be responsible for:

  • Assisting in gathering, reviewing and submitting new vendor documentation to Central Office

  • Assisting in working with vendors to get quotes

  • Assisting in reviewing purchase request in Forms System, prepare and issue related purchasing orders

  • Assisting in reviewing and approving requisitions in CUNYfirst

MINIMUM QUALIFICATIONS

  1. High school graduation or its equivalent and two years of full-time, paid experience in purchasing a large volume and/or variety of materials, supplies, or equipment, or two years of full-time, paid experience in a field closely related to large-scale purchasing such as inspection or specification writing covering a large volume and/or variety of materials, supplies or equipment; OR

  2. A baccalaureate degree, from an accredited college, in marketing, materials testing, mathematics, merchandising, purchasing, retailing, economics, or finance; OR

  3. A combination of education and/or experience which is equivalent to "1" or "2". Education, at an accredited college, in the fields mentioned in "2" above may be substituted for experience.

OTHER QUALIFICATIONS

  • Bachelor Degree in Business or related fields

  • CUNY experience preferred

  • Knowledge of computerized systems such as CUNYfirst (PeopleSoft) and the City of New York Financial Management System (FMS)

  • Proficiency in Microsoft Excel

  • Knowledge of CUNY purchasing regulations

  • Experience with interpreting and applying CUNY policies and procedures

  • Must be detailed oriented, with strong organizational skills and ability to meet strict deadlines in a fast-passed environment

  • A high degree of professionalism and personal integrity to maintain confidentiality and handle financial data with sensitivity and discretion

COMPENSATION

New Hire - $40,170*

Incumbent - $45,396

*This amount reflects a 13% salary suppression in effect for the first 24 months of employment only.
