POSITION DETAILS

The Office of the Vice Chancellor for University Human Resources (UHR) at The City University of New York oversees the development and administration of policies and standards that guide the Human Resources functions in support of 25 colleges and schools across the five boroughs of New York City. This office is also responsible for strengthening and implementing policies that enhance the University’s commitment to equal opportunity and a diverse workforce. The Office of the Vice Chancellor plays a key role in the ongoing infrastructure efficiency and effectiveness efforts across all HR operational functions, including payroll benefits, time and leave, human resources information systems, project management, HR advisory, civil service support, recruitment and diversity, and professional development and learning.

UHR seeks a strategic, solutions oriented, proactive and customer service focused professional to serve as the Assistant Vice Chancellor for Human Resources. This high profile and critical role requires a collaborative and agile leader with strong knowledge and success in planning, designing and implementing initiatives related to business process improvement; with a focus on establishing key partnerships with our campuses as well as various city and state agencies and vendors to provide the highest quality of employee experience to our faculty and staff.

Reporting to the Vice Chancellor for Human Resources, the Assistant Vice Chancellor serves as a senior advisor on matters of HR policy and practice; spearheads new HR initiatives and advances the mission, vision and values of UHR. Areas of direct responsibility and oversight include the Executive Compensation Plan; University Benefits, University Payroll, Project Management and Campus Resources departments.

The Assistant Vice Chancellor serves as the primary point of contact and designee, in the absence of the Vice Chancellor, for all activities and departments under the purview of the Vice Chancellor for Human Resources.

Principal responsibilities include, but are not limited to, the following:

  • Provides inspiring, ethical, and effective leadership to advance University Human Resources in a manner that serves as a model for professional competency, teamwork and innovation and accelerates progress in the achievement of its strategic goals and operational priorities.

  • Provides leadership on the development and implementation of technology systems to enhance effectiveness of human resources services. This includes monitoring the quality and performance of HRIS, time and leave, benefits and payroll systems as well as partnering with CIS as needed.

  • Serves as Human Resources subject matter expert for the University and provides consultative guidance on HR policies and procedures supporting college based HR professionals, administrators and employees.

  • Promotes best and emerging practices across the University and assists campuses in the interpretation and operationalization of policies, and implementation of corresponding processes.

  • Manages the research, development, implementation and oversight of short and long term initiatives related to business process efficiency and modernization in multiple areas of Human Resources.

  • Researches, develops, administers and implements new policies and revisions to current policies, procedures and practices in collaboration with the Chancellery and campus executives.

  • Initiates, plans, and manages complex, large scale projects across functional areas.

  • Participates in operational improvement initiatives and acts as a change agent, leading efforts to develop initiatives, as well as reviewing and streamlining current policies, procedures, and practices.

  • Works collaboratively with administrators, faculty and staff to develop effective processes and practices.

  • Provides guidance, direction and information on human resources policies and procedures to the University community, including human resources professionals throughout the University system.

  • Creates an environment of professionalism, respect, and service to serve all employees and stakeholders.

QUALIFICATIONS

Bachelor’s Degree and eight years’ relevant experience administering and leading Human Resources functions required.

Preferred qualifications include:

  • At least five years of experience in a leadership capacity.

  • A record of significant achievement in managing human resources in a complex organization with substantial experience in, and knowledge of, collective bargaining, payroll operations, health and welfare fund benefits, classification and compensation and Human Resources Information Systems.

  • Professional certification in Human Resources, such as SPHR (HRCI) or SHRM-SCP.

  • Knowledge of federal, New York State and New York City employment laws, including civil service laws and practices.

  • Experience with ERP systems, business process improvement, benefits and payroll.

  • Demonstrated commitment to a service oriented approach in HR leadership and continuing to advance the credibility of UHR.

  • Strong analytical skills, with the ability to maintain confidential and sensitive information.

  • Commitment in practice to workplace diversity, accountability and transparency.

  • Strong negotiation, mediation, consultation, presentation and group facilitation skills with experience presenting to a wide variety of audiences.

  • Strong organizational skills with the ability to independently establish plans and successfully execute multiple assignments with conflicting priorities and concurrent deadlines in a dynamic environment.

  • Proven critical thinking and financial analysis skills with experience analyzing data and budgets to drive decision-making.

  • Exemplary judgment and ethical standards, analytical acumen, superior problem-solving skills, decisiveness and ability to deliver timely advice.

  • Demonstrated ability to influence people and establish positive working relationships across the University.

  • Demonstrated leadership and managerial skills, with ability to lead and manage teams, and use strategic and tactical judgment to make decisions and successfully navigate various complex scenarios.

  • Excellent oral, written, and interpersonal communication skills.

City of New York employees, and employees of Participating Employers, hired on or after July 1, 2019, and their eligible dependents, will only be eligible to enroll in the Emblem Health HIP HMO Preferred Plan, and must remain in the HIP HMO Preferred Plan for the first year (365 days) of employment.

After 365 days of employment, the employee will have the option of either remaining in the HIP HMO Preferred Plan or selecting a different health plan within 30 days before the end of the 365 day period. If a new health plan is selected, the new plan will be effective on the 366th day

An employee who needs to request an exemption from the required enrollment in the HIP HMO Preferred Plan can do so by submitting an Opt-Out Request Form to Emblem Health.

An employee, or eligible dependent, must meet certain criteria and the request must be approved by Emblem Health before the exemption is granted. The Opt-Out Request Form is available on the Emblem Health website.
