CUNY Budget Analyst (Finance Budget Specialist) - University Budget Office in New York, New York

POSITION DETAILS

Reporting to the Finance Budget Director, the Budget Analyst performs budgeting and financial analyses of University and college budgets applying fundamental budgetary concepts, practices, and procedures.

Key responsibilities of the position include distribution of tax levy allocations, expense and revenue reporting and analysis, weekly interface processing and system reconciliations/error resolution. These functions are essential to maintaining the flow of funds to colleges to support day-to-day operations at the campuses. In addition to the CUNY Title Overview, additional responsibilities includes:

  • Distribute college allocations in University, State and City financial management systems.

  • Monitor and track college and program operating budgets and expenditures.

  • Review college and program specific spending plans.

  • Verifies data in external/internal financial accounting and budget systems, and processes budget transfers, adjustments and modifications.

  • Prepares monthly reconciliations to ensure the financial integrity of various college and university program budgets and financial data.

  • Provides advice and technical assistance to colleges on fiscal management, accounting and budget systems.

  • Serve as liaison with various university, college and governmental staff.

  • Assist with year-end close activities.

QUALIFICATIONS

  • Bachelor's Degree and four years' related experience required.

Other Qualifications:

  • Proficient in Microsoft Excel.

  • Excellent verbal and written communication skills.

  • Working knowledge of PeopleSoft General Ledger, Commitment Control, Query Reporting, Microsoft Office Suite.

  • Knowledge of New York City’s Financial Management System (FMS).

  • Plans and develops annual budgets under direction; administers allocation and reconciliation of funds

  • Prepares budget analyses and produces forecasting projections

  • Analyzes spending, income trends and usage to recommend improvements

  • Ensures that final, approved budget is adhered to by tracking revenues and expenses; processes budget transfers and adjustments

  • Provides fiscal reports and financial statements to management

  • Supports supervisor with budget administration to meet department goals and objectives

  • May supervise subordinate staff

  • Performs related duties as assigned.

Salary Range: $56,528 - $71,723. Salary commensurate with education and experience.
