The Office of Human Resources Management (OHRM) at the City University of New York (CUNY) is responsible for developing the University's human resources guidelines, standards, rules, and regulations. It enforces federal, state, and local employment laws and University mandates, as well as ensures compliance with the Board of Trustees' policies and procedures regarding employment, including affirmative action and equal opportunity employment. OHRM administers employee benefits and professional development programs for University staff and oversees the administration of Civil Service examinations. Within OHRM, there is an Office for Recruitment and Diversity responsible for ensuring that equal employment opportunities are afforded to all applicants and employees of the University.

The Chief Diversity Officer is responsible for developing, implementing, evaluating, and monitoring the affirmative action and compliance program for Central Office. In this vital role, the Chief Diversity Officer identifies diversity goals and objectives, and implements strategies for achieving them. This position develops new initiatives to promote inclusive environments for all faculty and staff. The Chief Diversity Officer provides guidance to Central Office administration about equal employment opportunity concerns to constituent groups and prepares the annual affirmative action plan. The position reports directly to the University Director and may be called upon to support University initiatives.

Key responsibilities will include but are not limited to the following:

  • Manages and ensures compliance with Affirmative Action (AA) policies including Affirmative Action Plans, Equal Employment Opportunity (EEO), Title IX, and other applicable regulations as well as federal, state, and city laws and University mandates. This includes preparing memoranda, reports, and other written material; planning and coordinating workshops, meetings, and special events; and working with external administrative agencies compliance audits and initiatives.

  • Oversees EEO and Title IX investigations as a result of claims of discrimination, harassment, assault and other complaints in accordance with University policies and ensures the investigatory process, notification, reporting and documentation complies with all federal, state, city and University regulations and statutes.

  • Serves as Sexual Harassment Prevention Coordinator for Central Office and other issues related to protected class discrimination, harassment and Title IX.

  • Monitors the recruitment, appointment, and retention processes for all Central Office positions in accordance with University Bylaws and federal and state laws pertaining to EEO and AA.

  • Counsels Central Office staff regarding EEO and AA policies, procedures, and compliance issues and fosters the integration of best practices.

  • Conducts and/or facilitates educational and training programs/workshops on EEO issues, policies, and procedures.

  • Prepares internal and external reports regarding the Central Office's EEO and AA efforts and accomplishments.

  • Develops and presents training programs and initiatives on a variety of topics including but not limited to Title IX, EEO, and diversity.

  • Demonstrates commitment to the University's mission, vision, and Diversity Strategic Plans.



Bachelor's Degree and eight years' relevant experience required.


The ideal candidate will have:

  • An advanced degree in public administration, human resources management or other related field.

  • A record of successful leadership in the EEO/diversity arena, including implementation of programs designed to enhance diversity and inclusion, and improve workplace climate and culture.

  • Extensive knowledge of diversity issues, current trends, and best practices and experience in AA laws and guidelines; experience with New York City, New York State and federal compliance regulations and requirements.

  • Familiarity with Title VII, Title IX Sexual Harassment Policies, Section 504 and ADA Statutes and experience in investigating claims arising from alleged violation of said statutes.

  • Ability to forge constructive relationships, build consensus across the institution, and function collaboratively with diverse internal and external stakeholders at all levels and functions.

  • A self-directed, results and detail orientation with ability to use sound judgment in decision making, including but not limited to a high degree of personal integrity to maintain confidentiality, as well as professionalism and business acumen to encourage confidence and trust from constituents.

  • Strong written, verbal communication, and interpersonal skills, including the ability to deliver effective presentations, facilitate groups, and mediate the successful resolution of conflicts and complaints.

  • Strong analytical, evaluative, and research skills.

  • Strong organizational skills with the ability to establish plans, launch new initiatives, and manage multiple assignments with conflicting priorities and strict deadlines.

  • Adept at effectively managing change in a dynamic and demanding customer-focused environment.


Oversees programs, activities, and initiatives designed to foster a climate that respects pluralism and diversity.

  • Develops effective strategies to promote diversity in faculty and staff hiring and actively participates in building strong networks and recruitment sources

  • Serves as a key recruiting team member, coordinating recruitment plans, advertising, and selection processes

  • Implements the College's Affirmative Action and Equal Opportunity policies and ensures compliance with relevant city, state, and federal statutes such as Title VII, Title IX, Section 504, and the Americans with Disabilities Act, responding to and conducting investigations of non-compliance complaints

  • Collects and analyzes data for College and University reports

  • Develops and presents training programs and disseminates information related to Diversity, EEO, and other compliance at the College

  • Coordinates with University offices to assure consistency of University-wide policies

  • Maintains current knowledge and materials related to laws, rules, regulations, and best practices for advancing EEO/Diversity

  • Performs related duties as assigned.
