The Office of Budget and Finance is seeking an experienced Decision Support Senior Analyst, reporting to the University Director of Decision Support. The successful candidate must demonstrate experience in translating business requirements into effective financial reports and analytics. The developer/analyst will be responsible for developing reports and analyses of CUNY's PeopleSoft financial system including but not limited to general ledger, procurement, accounts payable, travel and expenses, cash management, treasury, accounts receivables, fixed assets as well as associated third party applications.


  • Aggregates, visualizes and performs statistical analysis on business data based on requests from process owners, project teams or senior leadership.

  • Responsible for gathering, auditing, analyzing and drawing conclusions from CUNY's Financial System and other system applications to make business decisions and drive improvements in organizational efficiency.

  • Integrates data from multiple systems including CUNY, NYS and NYC Enterprise Resource systems, banking systems for CUNY's banking partners and other sources to support business reporting and analysis requirements.

  • Provides custom and standard reports to leadership while ensuring accuracy, audience appropriateness and confidentiality.

  • Produce reports at a summary and drill down capabilities as well as data visualizations using PeopleSoft Query, Structured Query Language (SQL), Application Designer, PeopleSoft/nVision, OBIEE, Tableau, Power Bl and similar tools.

  • Responsible for creating entity-relationship diagrams, technical documents and data models in line with business requirements and functional specifications.

  • Responsible for creating and maintaining report requirement documents.

  • Work in conjunction with third party software providers to ensure that their reporting solutions meet University reporting requirements.

  • Support audits to ensure data accuracy and integrity.

  • Other assignments as determined by the University Director of Decision Support.


Bachelor's degree and six years' related experience required.

Preferred Qualifications:

  • Six years experience as a Decision Support developer/analyst creating reports and analytics.

  • Extensive hands-on experience in PeopleSoft Finance modules including but not limited to general ledger, procurement, accounts payable, travel and expenses, procurement cards, cash management, accounts receivable and billing, treasury, and fixed assets.

  • Experience with SQL, Application Designer, SQR, PS-Query, PS/nVision, PS Application Engine, PS Component Interfaces, XML Publisher, OBIEE, Tableau, Power Bl and other reporting tools.

  • Strong Microsoft Office skills, especially Excel and Visio.

  • Higher Education and/or Public Sector experience is desirable.

  • Experience working with senior leadership and decision makers.

  • Excellent analytical and problem solving skills.

  • Solid attention to detail and excellent documentation skills.

  • Possess strong interpersonal and communication skills, ability to communicate at all levels and between technology and the business.


Supports management policy development and decision-making through research, analysis, and reporting.

  • Identifies and defines topics and opportunities that advance institutional interests and initiatives

  • Conducts research and data collection on policies and best practices and evaluates findings

  • Provides statistical and/or quantitative analysis and reporting, developing effective formats for presenting and illustrating findings

  • Presents findings to a variety of constituencies and participates in developing recommendations

  • Performs related duties as assigned.
