City University of New York’s Capital Budget Unit, which is part of the University Office of Budget and Finance (OBF), manages over $4 billion in capital funding for all CUNY construction projects. The Capital Budget Unit manages processes that allow CUNY to access state and city funding for university-wide design and construction projects on every campus, in working in close collaboration with the Office of Facilities Planning, Construction and Management (FPCM). They also manage the comprehensive five-year request for funding on behalf of the university each year. Reporting to the Deputy Director of Capital Budget, the Finance Manager works closely with budget oversight agencies such as NYC Office of Management and Budget (OMB), NYS Division of Budget (DOB), and every campus in the university.
This is a Budget and Planning position. Key responsibilities will include, but are not limited to the following:
Work with a team of professionals on all aspects of the capital and budget planning within the Office of Budget and Finance in collaboration with staff from Facilities Planning, Construction and Management.
Prepare and update the capital budget for all of CUNY’s 25 Colleges and Institutes
Manage oversight of CUNY's NYC capital budgets of approximately $500 million.
Manage administrative processes to receive oversight approval to commence with procurements from both the State Division of Budget and the City’s Office of Management and Budget.
Oversee preparation of analytic budget and scheduling reports for CUNY Chancellery, oversight agencies, and other government entities.
Coordinate with Assistant Directors, Project Managers, and college staff to determine the overall capital priorities for the university, and update capital plans accordingly.
Analyze and coordinate complex construction/project budgets with NYC and NYS funding.
Provide fiscal reports and updates to Management.
Support supervisor with Capital Budget Director and Chief Financial Officer to meet department goals and objectives.
Prepare business cases for capital needs both with narrative and analytic back-up.
Bachelor's Degree and six years' related experience required.
The ideal candidate will have the following preferred knowledge, skills and abilities:
Bachelor’s Degree in finance, economics, math or related discipline preferred.
Graduate degree requiring strong math, writing and analytic skills preferred.
Knowledge of NYS and NYC budgets and budgeting processes, and experience working in NY Statewide Financial System (SFS) and/or New York City Financial Management System (FMS) budget modules preferred.
Knowledge of New York City and State budgetary procedures and practices preferred.
Strong writing, verbal, interpersonal communications and presentation skills to work effectively with diverse stakeholders of various organizational levels.
Work productively as an individual contributor and collaboratively as a team member and supervisor in a time-sensitive and customer responsive office.
Strong organizational skills with ability to establish plans, manager a large and varied workload of assignments with conflicting priorities, follow-up and complete work by set deadlines.
Proficiency using computers and standard office, financial and relational database applications and systems, especially the MS suite of products.

May hire, supervise and train finance and/or clerical staff and manage related administrative functions
