The Finance Manager for Procurement at the City College of New York will report to the Business and Fiscal Affairs Director. In addition to the CUNY Title Overview, the Procurement Manager’s duties include but are not limited to the following responsibilities:
Manage, supervise, and provide professional development to the procurement team and ensure all activities pertaining to the acquisition of goods and services are performed in accordance with the applicable CUNY, NYS, and Federal guidelines and regulations.
Review, evaluate, and approve unit members’ assignments, create actionable procurement project plans to deliver on key/critical projects, and regularly provide updates to necessary stakeholders.
Evaluate current purchasing procedures and recommend operational efficiencies to the Finance Director that will assist the Finance team to achieve its overall objectives.
Develop and process (from concept to contract registration) acquisitions of various goods and services, including: Formal Requests for Proposals, Invitation to Bids, Request for Quotes, and other procurement projects; draft CUNY Board Resolutions and compile contract packages for all applicable procurement vehicles including tax levy and non-tax levy projects; draft and place advertisements in The City Record and NYS Contract Reporter for tax levy and other contracts and; release of IFB/RFQ/RFP and conduct vendor site-visits, issue addenda and publicly open bids.
Serve as the College’s advocate and compliance officer with the use of minority and women owned business enterprises (MWBE) and service-disabled veteran-owned businesses (SDVOB) for the College’s procurements.
Collaborate with members of the College’s Accounts Payable, Budget, and Non-Tax Levy Accounting Offices to evaluate and identify opportunities to streamline workflow and improve efficiency in the procure to pay process.
Consult with CUNY Office of the General Counsel, Supplier Diversity Office, and Office of Facility Planning, Construction and Management to approve contracting actions.
Create a well-balanced team that fosters a creative and productive work environment, where all team members are customer-focused to deliver a quality work product within acceptable timeframes.
Bachelor's Degree and six years' related experience required
Bachelor’s degree in Business, Economics, Accounting, Finance or closely related field preferred
Experience in conducting procurement, including purchasing and sourcing activities, for a public/government agency
Demonstrated knowledge of and experience with City and/or State procurement process rules, procedures, and finance law
Experience in conducting purchasing/sourcing transactions in an Enterprise Resource Planning Systems (ERPs), such as CUNYfirst, the State Financial System (SFS), and/or New York City Financial Management System (FMS)
Proficient with Microsoft Word, Excel, and PowerPoint
Strong organizational, interpersonal, and communication (verbal and written) skills

Develops and recommends policies and controls to assure the responsible use of resources
Supports strategic planning processes; assesses outcomes and makes recommendations regarding resource allocations
Prepares and manages production of statistical/analytical reports pertinent to financial and operational activities
Assists in developing budgeting policies and procedures, and interprets University-wide policy
Liaisons with auditors and other internal and external agencies as necessary
May negotiate contracts
May hire, supervise and train finance and/or clerical staff and manage related administrative functions
