POSITION DETAILS

The HR Benefits Manager provides comprehensive human resources and benefits services to the Borough of Manhattan Community College (BMCC) community by administering the employee health insurance benefits, welfare fund benefits, retirement and pension plans, tax deferred annuity programs, flexible spending programs, COBRA, and other benefit programs. As a member of BMCC Human Resources senior management team, and reporting to the Executive Director, this excluded position will plan and develop strategies for the administration of benefit programs and also participate in other areas including on-boarding, employee relations recruitment/selection, classification and training. In addition to the CUNY Title Overview, duties will include, but are not limited to the following:

  • Manages wellness programs, conducts benefit orientations and workshops, and coordinates on-site events with health and retirement plan providers;

  • Councils Faculty and staff on retirement and other benefits and facilitates employee enrollments;

  • Oversees compliance for COBRA notifications, workers compensation documentation and other benefit transactions

  • Serves as the liaison to benefit providers and collaborates with them to resolve discrepancies

  • Audits employee and benefit data in the HRIS, benefits and payroll systems for accuracy and makes corrections as necessary;

  • Oversees LOA processing, including family medical, child care and other leaves

  • Develops benefit programs and other employee communications

  • Develops and manages an employee service system to assist employees, retirees, and beneficiaries with their benefit related issues or questions;

  • Maintains current benefit information and materials in print and online sources

  • Manage and advise faculty and Staff on Health and welfare beneifts

  • Manages, trains and develops staff as assigned

  • Serves as subject matter expert on Human Resources services for staff on People Soft (CUNYFirst) regarding benefits and extended leave.

QUALIFICATIONS

Bachelor's Degree and six years' related experience required.

Preferred Qualifications

  • Six (6) years of experience in human resources managing employee health and welfare benefits plans/programs in a higher education or complex public institution

  • Advanced degree in human resources or a closely related field;

  • SPHR, PHR or CEBS certification;

  • Knowledge of New York City health benefits plans and CUNY benefit and retirement programs;

  • Experience administering computerized/web-based human resources, benefits and payroll information systems, especially PeopleSoft;

  • High degree of professionalism and personal integrity to maintain confidentially and use sound judgement to make decisions and resolve problems diplomatically;

  • Flexibility to work effectively in a time-sensitive, dynamic and demanding customer-focused office;

  • Ability to work effectively and collaboratively in a team setting with diverse stakeholders;

  • Experience managing training and developing staff

  • Detail oriented with strong writing, verbal, and interpersonal communication skills

  • Strong organizational skills with the ability to establish plans, manage multiple assignments and conflicting priorities and meet strict deadlines

  • Proficiency using computers and standard office Programs (Word, Excel, Access, PowerPoint).

Candidates will be required to provide proof of being fully vaccinated against COVID-19 upon commencing employment. Exemption (medical or religious) requests to this requirement will be considered in accordance with applicable law. Being fully vaccinated is defined for this purpose as being at least two weeks past their final dose of an authorized COVID-19 vaccine regimen. Final candidates must be fully vaccinated as of their first day of employment.

CUNY TITLE OVERVIEW

Manages a portfolio of Human Resources programs and operations at the College level.

  • Assumes responsibility for delivery of one or more human resources programs, which may include recruitment, performance management, labor relations, pay administration, recordkeeping, and/or human resources technology

  • Manages staff responsible for carrying out operations in the Human Resources office

  • Directly supports College department chairs and managers in staff planning, recruiting, hiring, and resolving sensitive personnel issues regarding their employees

  • Provides guidance on the impact of laws and regulations, CUNY policies, and collective bargaining agreements

  • Provides outreach to employees and provides communications such as meetings, newsletters, and web sites

  • Compiles accurate and well-organized reports

  • Assists management with developing policies, procedures, and programs to support Human Resources' objectives

  • Performs related duties as assigned.
