The Program Management Office (PMO) within the Office of Human Resources Management (OHRM) is responsible for developing human resources related projects in order to address policy or process improvements and issues. The project work includes policy analysis, data analysis, and development of relevant documentation using elements of traditional and agile project management methodologies. The Program Management Office is seeking an experienced Human Resources Business Analyst to analyze OHRM business processes, rules and procedures to facilitate business transformation reviews and process re-engineering efforts across the division. Reporting to the Project Management Officer, the HR Business Analyst will identify policy or process gaps, and recommend appropriate projects or methods to address the root causes of any inefficiencies, and help implement more efficient business operations and service delivery, and maintain regulatory compliance. The HR Business Analyst will collaborate with subject matter experts within OHRM units to understand the existing policies and business processes, identify pain points, document the current state and expected future state, and make recommendations for University-wide solutions.

Key duties include but will not be limited to the following:

  • Performs business process modeling to identify the efficiency and effectiveness of current policies, procedures and systems, and provide essential business case recommendations for changes.

  • Researches and analyzes CUNY policies, rules and regulations, relevant laws and guidelines, and selected provisions of collective bargaining agreements to ensure that user requirements and constraints are understood, sensitive areas affecting service delivery are identified, and that new or modified business processes, organizational structures and systems are aligned and compliant.

  • Evaluates key operating metrics and performance indicators, and presents dashboards and other data analytics to inform management decision-making.

  • Develops business process, project and training documents (workflows, user stories, and data dictionaries).

  • Identifies and coordinates project activities within pre-determined scope and budget.

  • Conducts training and provides analytical and operational support for various continuous improvement assignments within the division in partnership with PMO team members.

  • Serves as an effective communicator and liaison to a variety of stakeholders and team members within OHRM, CIS, and across the Central Office of Administration and the CUNY colleges.



Bachelor's Degree and four years' related experience required.


  • Demonstrated experience in and broad knowledge of multiple human resources functions.

  • Experience utilizing PeopleSoft HCM and ERP systems.

  • Strong quantitative, analytical and problem solving skills.

  • Ability to understand complex business processes, translate and integrate business and technical functions, and recommend solutions.

  • Familiarity with performance metrics and working knowledge of business process modeling tools.

  • Strong organizational skills to devise and execute work plans, prioritize work, manage multiple assignments and meet deadlines.

  • Strong interpersonal communication, presentation and relationship-building skills to collaborate effectively across multiple groups of diverse internal and external stakeholders.

  • Professional integrity and credibility to work discreetly on sensitive assignments, exercise sound judgement, and manage confidential information.

  • Computer proficiency using administrative, financial or payroll related systems, databases, and programs, plus Microsoft Office Suite (Excel, Access, Word, PowerPoint, Outlook, and Project).


Assists with planning, conducting, and implementing improvements to operational practices and systems aimed at enhancing organizational effectiveness.

-Provides functional project support to areas in transition, collects and analyzes data, and prepares project materials

-Coordinates efforts between departments and between the college/unit and external participants

-Participates in planning implementation tasks, including training

-Performs needs and outcomes assessments as needed

-May provide training and follow-up support

-Performs related duties as assigned.

After 365 days of employment, the employee will have the option of either remaining in the HIP HMO Preferred Plan or selecting a different health plan within 30 days before the end of the 365th day period. If a new health plan is selected, the new plan will be effective on the 366th day.

Only after the 365th day can the employee participate in any Annual Fall Transfer Period.

An employee who needs to request an exemption from the required enrollment in the HIP HMO Preferred Plan can do so by submitting a HIP HMO Opt-Out Request Form to EmblemHealth. An employee, or eligible dependent, must meet certain criteria and the request must be approved by EmblemHealth before the exemption is granted.
