The Program Management Office (PMO) within the Office of Human Resources Management (OHRM) is responsible for developing human resources related projects in order to address policy or process improvements and issues. The project work includes policy analysis, data analysis, and development of relevant documentation using elements of traditional and agile project management methodologies. The Program Management Office is seeking an experienced Human Resources Data Analyst to perform strategic quantitative research and analyses of institutional workforce and performance data to inform OHRM assessment, evaluation, planning, policy and decision-making. The HR Data Analyst will conduct comprehensive data analysis and business modeling of divisional and University-wide workforce and diversity efforts and outcomes. Reporting to the Project Management Officer, the HR Data Analyst will support the design and development of business intelligence, reporting, data management and analysis tools and dimensional databases for HR programs (i.e. workforce planning, benefits, payroll, and recruitment) to create actionable business insights and solutions for cross-functional projects.

Key duties include but will not be limited to the following:

  • Researches and analyzes opportunities for data analytics to identify and address HR trends and essential business process issues, and develops reports and analytical tools for end-users.

  • Participates in developing and implementing data analytics infrastructure and systems, managing and designing the reporting environment, and evaluating appropriate functionalities and capacities.

  • Manages master data and designs quality control workflows and testing methods for imported data.

  • Coordinates strategies to translate business requirements and models into feasible and acceptable data warehouse designs, and supports the data warehouse in identifying and developing reporting requirements.

  • Provides functional expertise on data mining, cleansing, and storage structures; and audits and organizes information resources and systems for data integrity and efficient reporting, archiving, and retrieval.

  • Analyzes and resolves data issues with reporting database environment and reports to inform business process controls and improvements.

  • Ensures data quality and coordinates the development and documentation of processes to support ongoing maintenance, data integrity and normalization.

  • Conducts training on new tools, reports and dashboards, and prepares end user training materials to ensure data analytics and systems are being effectively utilized.



Bachelor's Degree and four years' relevant experience required.


  • Advanced degree in a directly related discipline.

  • Broad experience performing human resources functional analysis and using data reporting, business intelligence, analytics, and visualization software and tools.

  • Experience utilizing PeopleSoft HCM and ERP systems.

  • Strong quantitative, analytical and problem solving skills including “big data” analysis, interpretation, and presentation experience using various techniques and research methods.

  • Experience designing and building complex datasets, relational databases, spreadsheets, tables, and graphics, and conducting in-depth analyses and data modeling using multiple sources.

  • Intermediate proficiency using statistical software (SQL, Oracle database, Stata, SPSS, or R).

  • Proficiency using Tableau or programming skills in other visualization tools.

  • Detail oriented with strong organizational skills to devise and execute work plans, prioritize work, manage multiple assignments and meet deadlines.

  • Strong interpersonal communication, presentation and relationship-building skills to collaborate effectively across multiple groups of diverse internal and external stakeholders.

  • Professional integrity and credibility to work discreetly on sensitive assignments, exercise sound judgement, and manage confidential information.

  • Computer proficiency using administrative, financial or payroll related systems, databases, and programs, plus Microsoft Office Suite (Word, Excel, Access, PowerPoint, Outlook, and Project).


Oversees collection and assessment of data for Institutional Research purposes.

  • Compiles, maintains, and analyzes institutional data in various formats

  • Produces reports and metrics based on department's needs; responds to time-critical ad-hoc requests

  • Loads, extracts, edits, and evaluates data for reporting and analytics

  • Maintains selected databases and document libraries, updating and ensuring data quality and accuracy

  • May participate in internal and external surveys as needed

  • May consult with others in designing methodology for research projects

  • Performs related duties as assigned.

After 365 days of employment, the employee will have the option of either remaining in the HIP HMO Preferred Plan or selecting a different health plan within 30 days before the end of the 365th day period. If a new health plan is selected, the new plan will be effective on the 366th day.

Only after the 365th day can the employee participate in any Annual Fall Transfer Period.
