The Office of the Executive Vice Chancellor and the Chief Operating Officer seeks to hire a Policy Specialist to provide strong process engineering and management skills for a portfolio of work focused on improving productivity and performance. Reporting to the University Executive Chief of Staff & Senior Advisor, the Policy Specialist will support the work and operations of the EVC and COO’s Office by performing specialized administrative and analytical duties to support office operations, policy and program research, and evaluation for the effective development, administration and improvement of sensitive and complex operational practices and systems.

Other key duties include, but will not be limited to the following:

  • Perform qualitative and quantitative assessments of all aspects of operations, for example, cost-benefit and business case analytics;

  • Map and design (or re-design) processes and systems that optimize operational efficiencies, eliminate pain points, and enhance service delivery;

  • Develop extensive, detailed, and methodological reports, recommendations, and other documentation based on quantitative and qualitative analysis;

  • Present complex data in a meaningful and effective way, and draft executive communications, presentations, briefing materials and responses;

  • Assist with planning and implementing various strategic initiatives, programs, projects, meetings and events;

  • Serve as an internal and external resource on policy and procedural matters to various constituents; receive and resolve inquires, or refers them to appropriate staff, using discretion and sound judgement.


Bachelor's Degree and four years' related experience required.

Preferred Experiences:

  • An advanced degree in business, operations research, or a social science field with a strong quantitative concentration. Experience in lieu of an advanced degree in these fields will be considered.

  • Demonstrated subject matter expertise in any of the following functional areas: Information Technology; Budget and Finance; Procurement; or other areas related to operations.

  • Knowledge of automation capabilities (e.g., management information systems) and/or model development preferred.

  • Understanding of public sector trends, and state and local governance structure.

  • Ability to adapt to changing demands and requirements as projects develop, and the ability to participate in collaborative project development with diverse internal team members and external stakeholders.

  • Excellent oral and written communication skills with an exceptional commitment to accuracy and attention to detail.


Assists with planning, conducting, and implementing improvements to operational practices and systems aimed at enhancing organizational effectiveness.

-Provides functional project support to areas in transition, collects and analyzes data, and prepares project materials

-Coordinates efforts between departments and between the college/unit and external participants

-Participates in planning implementation tasks, including training

-Performs needs and outcomes assessments as needed

-May provide training and follow-up support

-Performs related duties as assigned.
