The Office of the Associate Vice Chancellor for Research at The City University of New York is dedicated to promoting and supporting research that both enhances CUNY’s mission and stimulates economic development. The mission of the Research Office is to promote and support the research, scholarly, and creative pursuits of the CUNY community, to provide assurance to funding agencies and to the public that research at the University is conducted in accordance with the highest ethical standards, and to enhance technology commercialization, entrepreneurship, and economic development activities. The Office seeks an experienced operations or organizational development professional for the position of Research Operations and Strategy Officer to manage the central administrative, operational and financial functions of the office.

Reporting to the Associate Vice Chancellor for Research, they will also serve as a partner to facilitate a strategic research focus, planning and efficient coordination with campus and University faculty and staff, as well as external partners and agencies, to critically impact research interests and activities and meet research goals across CUNY. With a commitment to inclusion, collaboration, and continuous improvement, the Research Operations and Strategy Officer will support ongoing and ad hoc projects and initiatives that are aligned with CUNY’s research objectives.

Other key responsibilities will include, but are not limited to the following:

  • Develop, document and manage daily actives and processes underlying all research office operations.

  • Facilitate effective communication across the Office and University to better promote and integrate research office operations with CUNY’s mission and the Office’s strategic priorities.

  • Work with staff, faculty, and Office of Research stakeholders to develop and implement a strategic research focus and oversee its implementation.

  • Collaborate with various offices to facilitate efficient and effective decision-making, compile and analyze data, assemble appropriate stakeholders, develop measurable outcomes, formulate recommendations for executive review, and evaluate progress towards meeting objectives.

  • Serve as a crucial trusted and responsive liaison to internal stakeholders and external stakeholders, including the city, state, federal and industry partners, on research activities.

  • Participate in mitigating the operational disruptions of the COVID-19 pandemic on the Office’s research activities.

  • Participate in the University’s efforts to contribute to city, state and national research initiatives responding to the effects and current and long-term challenges of the pandemic, the public health system, ongoing climate crises, and other important research issues and challenges.

  • Support the Associate Vice Chancellor in building partnerships that bridge research capacity and economic growth, including research related to COVID-19 and climate solutions.

  • Maintain information on University-wide research interests and activities and related financial impacts.

  • Represent the Associate Vice Chancellor at meetings and events as directed; prepare agendas, reports and correspondence on their behalf; manage complex meeting and event schedules and logistics.

  • Supervise, train and evaluate administrative staff and coordinate their professional development.



Bachelor’s Degree and eight years’ related experience required.


  • Advanced degree in public administration, higher education administration, an academic or research related field.

  • Eight years’ high level administration, operations or organizational development experience in a research center, institute or higher education setting with a strong track record of successfully managing various initiatives.

  • Ability to think creatively and strategically, to anticipate business and financial trends and to transfer that thinking to interpret complex policies and procedures and apply them to routine and unique situations to effectively coordinate activities, meet administrative and operational needs, and ensure cost-effectiveness.

  • Strong organizational, office and project management skills to understand complex operational processes, develop objectives, set priorities, adapt to changing priorities, manage competing demands, constant changes and meet deadlines for deliverables.

  • Detail oriented and precise with strong research, writing, and analytical skills.

  • Pro-active, flexible and collaborative work style with strong interpersonal communication, presentation and negotiation skills to forge successful relationships and partnerships with diverse campus and University faculty and staff, as well as external government and industry partners.

  • Commitment to public service, service excellence, inclusion, equity and professional integrity to manage sensitive work, exercise sound judgement, with ability to thrive in a demanding, multi-faceted, and time-sensitive office.

  • Computer proficiency using academic, administrative, and financial systems, databases, and programs, plus Microsoft Office programs including MS Project, and virtual meeting/conferencing and collaboration tools (MS Teams, Zoom, Skype, WebEx, etc.).

  • Flexibility to work some evening hours and occasional weekends.


As a senior staff member in a Campus or University Executive's office, leads unit initiatives, participates in planning and setting priorities, and drives strategic initiatives to ensure their success.

  • Participates in planning and in setting policies with responsibility for preparing aspects of strategic and operational plans. Participates in developing and executing performance management systems to evaluate progress.

  • Works with other Campus and University units to oversee complex, high-priority projects, with responsibility for outcomes.

  • Represents the Executive in Campus or University-wide activities and may act in his/her place when required.

  • Independently carries out major responsibilities under the Executive's purview, such as monitoring and evaluating unit activities, financial planning and review, serving as chair of key committees, and communications with senior Campus or University management.

  • May serve as Chief of Staff of a large Executive Office.

  • Performs related duties as assigned.

City of New York employees and employees of Participating Employers and their eligible dependents hired on or after July 1, 2019 will only be eligible to enroll in the EmblemHealth HIP HMO Preferred Plan and must remain in the HIP HMO Preferred Plan for the first year (365 days) of employment.

After 365 days of employment, the employee will have the option of either remaining in the HIP HMO Preferred Plan or selecting a different health plan within 30 days before the end of the 365th day period. If a new health plan is selected, the new plan will be effective on the 366th day.

Only after the 365th day can the employee participate in any Annual Fall Transfer Period.

An employee who needs to request an exemption from the required enrollment in the HIP HMO Preferred Plan can do so by submitting a HIP HMO Opt-Out Request Form to EmblemHealth. An employee, or eligible dependent, must meet certain criteria and the request must be approved by EmblemHealth before the exemption is granted.
