Computer Systems Manager




The Office of Computing and Information Services (CIS) at the City University of New York (CUNY) provides central support the University's IT and telecommunication needs of CUNY's 24 colleges. CIS supports enterprise IT and applications; identifies and implements new technologies that advance University's core mission; builds, upgrades and maintains the University's network; operates the University's Data Center and help desk; identifies and implements disaster recovery and business continuity plans; and leads the CUNYfirst Enterprise Resource Planning Project (ERP), which integrates 25 university systems, covering student administration, financial management, and human resources. Within CIS, the Networking Services unit provides strategic and operational leadership with respect to the support, enhancement and expansion of the CUNY network. The unit works closely with senior leaders to ensure a strong alignment between network services and CUNY business needs.

Reporting to the Director of Network Services, the Senior Network Engineer is responsible for co-leading the network engineering function in a complex and varied environment to ensure continuous availability, integrity and security of CUNY-wide networks.

Key responsibilities include, but are not limited to:

  • Provide technical networking leadership, strategy and guidance to technology stakeholders University-wide.

  • Responsible for the continuously availability of the CUNY network as it continues to expand.

  • Define requirements, develop high-level designs for network deployments and/or modifications and lead networking team with implementation of plans and provide improvement recommendations.

  • Lead complex troubleshooting efforts and network infrastructure projects.

  • Develop and implement build outs of new network environments.

  • Evaluate emerging technologies and providing guidance on choices and integration.

  • Create complex network diagrams and detailed engineering documentation.

  • Develop templates for standardization of both hardware choices and network device configurations.

  • Work with technologies that include, but are not limited to, switching, routing, wired and wireless LAN, Firewalls, VPN, and IP telephony.

  • Create and conduct compelling presentations to senior management.

  • Maintain an extensive and current knowledge of network technologies, including hardware and software; stay relevant on current network trends and topics, and maintain and acquire relevant certifications.

  • Provide support, guidance and mentorship to junior level engineers.

  • Perform other related duties as assigned

Job duties require schedule flexibility and willingness to work evenings or weekends as required for systems-related tasks. There will be a substantial amount of local travel to different CUNY sites within New York City and 1 site location in New Jersey.


  1. Six (6) years of progressively responsible full-time paid information systems technology experience, at least 18 months of which shall have been in an administrative or managerial capacity in the areas of computer applications programming, systems programming, information systems development, data telecommunications, data base administration or a closely related area.

  2. Education at an accredited College or University may be substituted for the general information systems technology experience at the rate of one year of college for 6 months of experience up to a maximum of 4 years of college for 2 years of experience. In addition a Master's degree in computer science or a closely related field from an accredited college or university may be substituted for an additional year of the general information systems technology experience. However, all candidates must possess the 18 months of administrative or managerial experience described above.

This title has multiple levels. In addition to the minimum qualifications above, additional qualifications, such as education, experience, or certification relevant to the area of specialization are required.


The ideal candidate will possess the following knowledge, skills and abilities:

  • Of the six years of minimum experience required, five of those years must be related to job duties above with extensive expertise working on large networks and designing, installing, configuring, and supporting a variety of Cisco switches & routers, and related hardware and software.

  • CCIE certification in Routing/Switching or equivalent knowledge preferred.

  • Expert level knowledge in switching and routing, metro Ethernet, EIGRP, IBGP, EBGP, TCP/IP and subnetting.

  • Ability to take and decipher network packet captures to troubleshoot application/network performance anomalies.

  • Working experience with Palo Alto Networks firewalls.

  • Demonstrated experience supporting Cisco wireless implementations and VPN connectivity.

  • Detailed understanding of configuring, installing and supporting Voice & video over IP.

  • Experience with designing, implementing and supporting Cisco VRF technology and Multicast.

  • Experience with building and supporting state-of-the-art Data center networks.

  • Familiarity with Software-Defined Networking (SDN) especially in relating to data center networks.

  • Familiarity with VMWare’s NSX technology.

  • Some knowledge of dark fiber networks, DWDM and Cisco ONS technology.

  • Some experience with Network Management platforms such as Cisco ACS & SevOne.

  • Effective communication skills to facilitate group discussions and communications, and ability to deliver written materials and presentations across different levels of the organization including management structure.

  • Exceptionally well-organized and able to effectively analyze and resolve complex problems while rendering sound resolutions, while articulating goals and managing multiple resources and priorities.

  • Demonstrated experience with mentoring, training, managing and hiring staff at various levels.
