Computer Systems Manager




The Office of Computing and Information Services (CIS) at the City University of New York (CUNY) supports the IT and telecommunications needs of CUNY's 24 colleges. CIS supports enterprise IT and applications; develops new technologies that advance the University's core mission; builds, upgrades, and maintains the University's network; operates the University's Data Center and Service Desk; develops disaster recovery and business continuity plans; and leads the CUNYfirst Enterprise Resource Planning Project, which integrates 25 campus systems, covering student administration, financial management, and human resources.

Reporting to the Deputy Chief Information Officer, with substantial latitude for independent initiative and judgment, the Strategic Technology Initiatives Program Director is responsible for an ongoing portfolio of multiple strategic technology initiatives, including tactical and strategic initiatives within a matrixed environment, through the application of project management tools and methodologies. The Program Director will interact with all levels of CIS and the University to initiate projects, reach consensus on program initiatives, project scope and deliverables, and overall project execution and control. S/he will manage resources and vendors assigned to projects and serve as a business analyst.

Key responsibilities include, but are not limited to:

  • Manages a portfolio of strategic lT projects within the context of the program, of varying levels of complexity.

  • Effectively leads, individually and as part of a team, complex, multi-phase projects, from conception to conclusion, in accordance with agreed schedule, budget, and scope. Develops ongoing use of project plans including baseline targets and forecasted tasks.

  • Works with IT Steering Committee, Student Government, Deputy CIO, CIO, and other stakeholders to plan and prioritize Strategic Technology Initiative (STI) program component projects.

  • Interacts regularly with campus CIOs and IT teams for their input in STI project implementation and progress.

  • Reports on status of the program including progress and variances to component projects.

  • Provides leadership to ensure problem resolution and escalation to senior management (e.g.: through milestone charts, dashboards, and project team reports).

  • Works with university offices of Procurement and Legal Affairs to negotiate or participate in negotiation of program-related contracts for software, equipment, or services.

  • Manages program-related contracts, including vendor performance, invoicing and payments.

  • Manages and reports on overall program budget and cash flow projections, including project level variances.

  • Effectively communicates with project stakeholders including sponsors, steering committees, user communities, and team members.

  • Ensures effective management of testing and training activities as well as quality assurance reviews.

  • Successfully engages in multiple initiatives simultaneously.

  • Keeps abreast of new technology developments of potential benefit to the University; and suggests ways of implementing them into current operations.

  • Participates in college-wide committees and projects as required.

  • Performs other related duties as assigned.


  1. Six (6) years of progressively responsible full-time paid information systems technology experience, at least 18 months of which shall have been in an administrative or managerial capacity in the areas of computer applications programming, systems programming, information systems development, data telecommunications, data base administration or a closely related area.

  2. Education at an accredited College or University may be substituted for the general information systems technology experience at the rate of one year of college for 6 months of experience up to a maximum of 4 years of college for 2 years of experience. In addition a Master's degree in computer science or a closely related field from an accredited college or university may be substituted for an additional year of the general information systems technology experience. However, all candidates must possess the 18 months of administrative or managerial experience described above.

This title has multiple levels. In addition to the minimum qualifications above, additional qualifications, such as education, experience, or certification relevant to the area of specialization are required.


The ideal candidate will be an enthusiastic leader with the ability to take initiative, use sound judgment to make decisions, resolve problems, and work effectively with all levels of internal and external constituents.

Preferred knowledge, skills, and abilities include:

  • Minimum 5 years’ related experience showing increased breadth and scope of responsibilities with at least 3 years in a supervisory capacity.

  • Experience managing large IT projects.

  • Project Management Professional (PMP) certification or equivalent.

  • Excellent analytical and quantitative skills.

  • Outstanding verbal and written communication and presentation skills.

  • Demonstrated management, project management, and leadership skills.

  • Ability to work independently and as part of a team.

  • Strong relationship management skills.

  • Flexibility to adapt to changing priorities, exercise sound judgment, demonstrate a high degree of self-motivation, pay close attention to detail, and possess a strong customer service orientation.

  • Proficiency with all Microsoft Office tools, including Visio and PowerPoint, with a high degree of expertise in Project.

  • Experience working in a large public higher education institution desired.
