POSITION DETAILS

Central Office Human Resources (COHR) within the University Office of Human Resources at The City University of New York (CUNY) is an integral service-oriented department that provides front-line HR services to the Chancellery and University employees working at various CUNY administrative offices located across New York City and Albany, NY. COHR assists the University HR Office in their mission to (1) develop the University’s human resources guidelines, standards, rules, and regulations; (2) enforce federal, state, and local employment laws and University mandates; (3) uphold compliance with the Board of Trustees’ policies and procedures regarding employment, including affirmative action and equal opportunity employment.

COHR seeks a Timekeeping and Leave Coordinator for its entry-level position responsible for analyzing, processing and tracking employees’ time and attendance records, accruals, absences and leaves, and maintaining the absence management and time tracking system. Reporting to the Human Resources Manager or their designee, the Timekeeping and Leave Coordinator performs comprehensive timekeeping calculations to ensure employees’ leave usage and balances comply with employment laws, University policies, and collective bargaining agreements within the Central Office Time and Leave System (COTLS) for over 1,400 employees. They will learn, analyze, and apply leave accrual entitlements to perform accurate timekeeping calculations and processing of related benefits for biweekly and monthly timesheet submissions.

In addition to the position summary above and CUNY Title Overview below, other key duties include, but will not be limited to the following:

  • Analyzes full and part-time employees’ eligibility for various leave entitlements and provisions based upon title series, written policies, existing collective bargaining agreements, and established procedures.

  • Calculates leave accrual rates and updates employees’ leave balances.

  • Validates timesheets and reconciles records for final approval, discrepancies and supporting documentation to ensure leave processing is completed by the COTLS entry and payroll close and submission deadlines.

  • Certifies employees’ leave balances to determine eligibility for various existing and new time and attendance related payments and leave benefits/programs.

  • Coordinates the timely processing of leave calculations and payments with Benefits and Payroll staff.

  • Assists with auditing the COTLS timekeeping system and updating records, programming rules and configurations; supports timekeeping and payroll projects as assigned.

  • Serves as the liaison and auditor for department-based timekeepers, managers, employees and University Payroll on late, missing and inaccurate timesheets, excess leave usage, negative balances, related inquiries and issue resolution.

  • Serves as COHR department timekeeper to record the daily time and attendance of staff.

  • Creates and maintains time and attendance reports and documents in accord with current policies and laws.

  • Prepares and distributes the Compensated Leave Report that capture employees’ total fiscal year annual and sick leave balances, plus other weekly/monthly/quarterly/annual reports on timekeeping and related HR statistics.

  • Participates in creating, implementing and conducting training presentations on timekeeping processes and procedures.

NOTE: Beginning August 16, 2021 and until further notice, work will be performed in a hybrid remote and on-site work arrangement in midtown Manhattan.

QUALIFICATIONS

Bachelor's Degree required.

Preferred Qualifications

  • Two years of automated or manual timekeeping, payroll or accounting processing experience in a public organization.

  • Strong data entry, computational and analytical skills to create and perform complex mathematical and financial calculations in Excel and queries in Access and PS Query with speed and accuracy.

  • Experience using PeopleSoft HRIS, NYS or NYC payroll and time and attendance systems, or other similar systems (Kronos, ADP, Workday, City Time, PayServ, PMS).

  • Experience analyzing, understanding and applying time and attendance rules, collective bargaining agreements and personnel rules and regulations to timekeeping and payroll transactions.

  • Knowledge of CUNY or SUNY plus current local, state and federal laws pertaining to wages, hours, payroll and leave administration (FLSA, FMLA).

  • Strong note taking, proofreading and auditing skills; meticulous detail orientation and accuracy with exceptional critical analysis, research and evaluation skills.

  • Proactive and flexible with strong time management and organizational skills to prioritize work, manage a large and varied workload with competing deadlines, follow up and complete work within time and resource constraints.

  • Professional integrity and credibility to work discreetly on sensitive assignments, exercise sound judgement, and manage confidential information in a confidential and time-sensitive office.

  • Collegial and customer-service oriented with strong interpersonal communication, presentation, relationship-building and teamwork skills to work effectively across multiple departments and groups of diverse internal and external stakeholders.

  • Computer proficiency using web-based HRIS, payroll, financial and administrative systems; MS Office Suite, SharePoint, Dropbox, plus virtual meeting/conferencing and collaboration tools (MS Teams, Zoom).

IMPORTANT BENEFITS NOTICE: Health Plan Coverage for Employees Hired on or after July 1, 2019

City of New York employees and employees of Participating Employers and their eligible dependents hired on or after July 1, 2019 will only be eligible to enroll in the EmblemHealth HIP HMO Preferred Plan and must remain in the HIP HMO Preferred Plan for the first year (365 days) of employment.

After 365 days of employment, the employee will have the option of either remaining in the HIP HMO Preferred Plan or selecting a different health plan within 30 days before the end of the 365th day period. If a new health plan is selected, the new plan will be effective on the 366th day.

Only after the 365th day can the employee participate in any Annual Fall Transfer Period.

An employee who needs to request an exemption from the required enrollment in the HIP HMO Preferred Plan can do so by submitting a HIP HMO Opt-Out Request Form to EmblemHealth. An employee, or eligible dependent, must meet certain criteria and the request must be approved by EmblemHealth before the exemption is granted. The HIP HMO Opt-Out Request Form and HIP service area are available on the EmblemHealth website.
