The Office of Research at The City University of New York (CUNY) seeks a solutions oriented senior leader to serve as University Executive Director for Research Integrity and Compliance who will strategically lead CUNY's research compliance division and oversee all university-wide research programs, and serve as the University liaison to the 25 CUNY campuses on all compliance matters relating to responsible conduct of research, the Human Research Protection Program (HRPP), conflicts of interest in research, export controls, sponsored research compliance, laboratory animal welfare, research agreements and bio-safety. The University Executive Director for Research Integrity and Compliance will facilitate the interpretation and implementation of all U.S. Federal and New York State regulations governing human and animal subject research, oversee relevant training to support the maintenance of these regulations, and develop policies to ensure compliance across the CUNY community. They will report to and serve as a senior strategic advisor to the Associate Vice Chancellor for Research.
CUNY's Office of Research supports the research and scholarly pursuits of the CUNY community from students to senior faculty; provides assurance to funding agencies and to the public that University research is conducted in accordance with the highest ethical and compliance standards; and facilitates and enhances technology commercialization, entrepreneurship, and economic development activities. The University Executive Director for Research Integrity and Compliance serves a critical role with responsibility for acquiring and communicating updates on new federal regulations and legislative issues and coordinating and supporting their implementation across the CUNY research community at the campuses.
Other key duties and responsibilities include but will not be limited to the following:
Liaise with campus Institutional Review Boards (IRB Boards) and Institutional Animal Care and Use Committees (IACUCs) and carry out regular visits to each of the CUNY campuses to monitor and/or audit IRBs and ensure compliance with CUNY, Federal, and New York State law and policy
Monitor evolving federal and New York State laws pertaining to research integrity/responsible conduct of research, protection of research subjects, conflict of interest, export control, and bio-safety and develop University policies and procedures to ensure compliance.
Oversee renewals of assurances and communications with federal and accrediting agencies as required.
Design and provide training to CUNY campus Research Integrity Officers, Conflicts of Interest (COI) Officers, IACUC, IRB and Institutional Biosafety Committee (IBC) chairs and administrators, and other appropriate CUNY individuals regarding use of human and animal subjects in research, export regulations, and the responsible conduct of research.
Support the Associate Vice Chancellor for Research in overseeing CUNY's Responsible Conduct of Research Program and regulation of COI, including receiving and reviewing COI disclosures and making recommendations.
In coordination with the Office of General Counsel, advise faculty and University administrators on regulatory requirements related to research.
Attend local and national professional and academic meetings on Responsible Conduct of Research (RCR) and COI
Receive and review disclosures of significant financial interests and research misconduct allegations concerning members of the CUNY Central Office
Supervise, train, develop and evaluate the division's staff
*Note: This position requires travel to the CUNY campuses throughout the five boroughs of New York City.
This position is in CUNY's Executive Compensation Plan at the University Assistant Administrator level. All executive positions require a minimum of a Bachelor's degree and eight years' related experience.
The successful candidate will have the following experience, knowledge, skills and abilities:
The Executive Director will hold a Master’s degree, with at least eight years of managerial-level research compliance experience at a federally funded organization of higher education or the equivalent combination of education and experience. The successful candidate will have experience in leadership and interdisciplinary collaboration in a dynamic academic environment, will have effective consultative, negotiation, and communication skills, and will be committed to diversity and promoting a culture that nurtures inquiry and scholarship across multiple disciplines.
Doctoral degree in sciences or Law, and relevant certification such as Certified IRB Professional (CIP) is preferred.
Demonstrated knowledge of federal and New York state research laws, including those relating to use of human and animal subjects, use of recombinant DNA, use of stem cells in research, export control regulations and regulations regarding responsible conduct of research.
Understanding of operational requirements related to the management and implementation of Institutional Review Boards (IRBs ), Institutional Animal Care and Use Committees (IACUCs), and Institutional Biosafety Committees (IBCs) in a university setting.
Experience handling compliance issues and developing and communicating research compliance policies to constituent users at various levels (administrators, researchers, and support staff).
Ability to work in a multi-campus environment and at multiple levels at the University.
Excellent written, communication, and interpersonal skills and independent decision-making ability.
Strong strategic planning and leadership skills with demonstrated ability to lead cross-functional teams to develop work plans with clear and measurable goals, assess progress, and guide improvement when needed.
Strong project and team management abilities, and high integrity.
Outstanding written and oral communication skills and ability to effectively engage multiple audiences.
Demonstrated ability to work independently, think strategically, creatively problem solve, and meet deadlines, in a fast-paced, demanding, and complex work environment..
