The Office of Human Resources Management (OHRM) is a service-oriented department that provides front-line HR services to University departments and employees. The University Benefits Office administers all employee benefits programs available to CUNY employees and retirees. This Office seeks a Benefits Audit and Compliance Coordinator to support the audit and compliance functions for its portfolio of employee benefit plans, programs, and services. The Benefits Audit and Compliance Coordinator will: review plan provisions and contractual agreements to determine the implementation of potential rate changes in employer payments and contributions to welfare and annuity funds; calculate and audit the University’s Welfare Fund and Annuity Fund contributions and payments; track and review information reported by the campuses; and validate the monthly and quarterly union welfare and annuity fund voucher payments and increases against campus reports. The position reports to the Director of Benefits Administration.

Other key responsibilities include, but will not be limited to the following:

  • Interpret and apply contractual obligation and University policies to ensure compliance.

  • Research, compile, and reconcile employee information from campuses, payroll systems, and HRIS. Investigate and resolve all discrepancies.

  • Assist with calculating and processing payment vouchers to various vendors including welfare and annuity funds for senior and community colleges.

  • Analyze union welfare fund and annuity fund rate increases and ensure payment reports issued by the University Finance Office reflect changes and retroactive payments.

  • Coordinate submissions of required employee information and supporting documents from each campus to ensure data integrity and accurate records.

  • Communicate with campus contacts to provide assistance and training on proper submissions and reporting.

  • Verify information to prepare audits, plan specific and University reports, government filings, and other requests for information within scheduled deadlines.

  • Coordinate audit inquires and maintain database of all audits performed.

  • Perform related duties as assigned.



Bachelor’s degree required.


  • Two years’ experience coordinating and auditing employee benefits, health and retirement plans.

  • Experience in accounting, auditing, or bookkeeping preferred.

  • Knowledge and understanding of employee benefits plans, practices, procedures and documentation.

  • Knowledge of relevant Federal and State laws preferred.

  • Experience reviewing and analyzing collectively bargained contractual provisions preferred.

  • Computer proficiency using Microsoft Excel, Access and PeopleSoft based HRIS plus standard administrative and financial systems and software programs.

  • Strong analytical, data analysis, evaluation, and problem solving skills.

  • Detail oriented and accurate with strong organizational and follow-through skills to devise and execute work plans, prioritize work, manage multiple projects, and meet deadlines.

  • Effective interpersonal communication skills with strong writing, editing and proofreading skills.

  • Strong work ethic and character with a high degree of personal integrity to work and handle documents with the utmost discretion, maintain confidentiality and safe guard employee information.


Provides information and services supporting the University's Human Resources functions.

  • Provides day-to-day administration of assigned programs, functions, or activities

  • Provides accurate information and timely customer service when investigating and resolving inquiries involving issues such as service providers or systems

  • Assists with communications, such as information sessions, in multiple formats covering human resources programs, policies, and processes

  • Coordinates information systems and prepares reports on various aspects of human resources programs and functions, ensuring adherence to internal controls and standards

  • Performs related duties as assigned.

IMPORTANT NOTICE: Health Plan Coverage for Employees Hired on or after July 1, 2019

City of New York employees and employees of Participating Employers and their eligible dependents hired on or after July 1, 2019 will only be eligible to enroll in the EmblemHealth HIP HMO Preferred Plan and must remain in the HIP HMO Preferred Plan for the first year (365 days) of employment.

After 365 days of employment, the employee will have the option of either remaining in the HIP HMO Preferred Plan or selecting a different health plan within 30 days before the end of the 365th day period. If a new health plan is selected, the new plan will be effective on the 366th day.

Only after the 365th day can the employee participate in any Annual Fall Transfer Period.

An employee who needs to request an exemption from the required enrollment in the HIP HMO Preferred Plan can do so by submitting a HIP HMO Opt-Out Request Form to EmblemHealth. An employee, or eligible dependent, must meet certain criteria and the request must be approved by EmblemHealth before the exemption is granted. The HIP HMO Opt-Out Request Form and HIP service area are available on the EmblemHealth website.
