POSITION DETAILS

CUNY Central Office of Academic Affairs is seeking an engaging, strategic and influential academic leader to serve as University Dean for K-16 Initiatives. The CUNY Office of K-16 Initiatives was established in 2016 as the home for a group of new and existing programs that create innovative pathways for young New Yorkers to envision and achieve success. In 2018-19, these programs served more than 100,000 students from more than 600 schools throughout the city. While the programs address a diverse set of needs, they all aim to improve success rates and enable students to make a successful transition from K-12 schools to college, careers and life beyond.

The Dean leads the planning and strategy for the Office of the Senior University Dean and the Office of Academic Affairs. Reporting to the Senior University Dean for Academic Affairs, the University Dean oversees the Early College Initiative; College Now, the largest dual enrollment program in the country; Lessons in Navigating College Transitions (LINCT) program, which aims to reduce the need for remediation in college by addressing English and math gaps in 12th grade; CUNY Prep, a nationally recognized college preparatory school for out-of-school youth; CUNY Tutor Corps, which trains CUNY students to work in middle and high school STEM classrooms, CUNY Explorers, the New York City Science and Engineering Fair, Graduate NYC, the CUNY Affinity Group, College Bridge for All, the Creative Arts Team, and other school-college partnership programs. The University Dean also serves as the University’s leading expert on issues and partnerships with the New York City Department of Education.

The Dean will serve as key member of the Senior University Dean’s leadership team and the Executive Vice Chancellor’s cabinet, and ensure that programs supervised are well implemented and aligned with other programs and initiatives within the Office of Academic Affairs. These programs are critical to support CUNY’s strategic goals to improve the access, academic momentum, and degree completion rates of all students.

The Office of K-16 Initiatives has a team of approximately 110 full-time staff and more than 25 part-time staff. In 2019-20, the total budget for the Office is approximately $35 million, consisting of both tax levy and grant funds.

Key Duties

  • Provide leadership and oversight to all programs within the Office of K-16 Initiatives. Ensure that programs meet their enrollment and outcome goals, and actively seek opportunities to expand and enhance their impact.

  • Oversee, actively monitor, and evaluate the effective use of budgeted resources, align their usage to ensure achievement of University’s and program goals and provide reports that support effective utilization of resources aligned with University’s plans and priorities.

  • Manage key government and other external partnerships for the Office of K-16 Initiatives, including with the New York City Department of Education (NYCDOE) and other city and state offices and agencies.

  • Strengthen communications between the University and K-16 Programs and oversee program leadership across all areas above to ensure goals and deliverables are met, and required reporting is provided to internal and external stakeholders.

  • Provide support and guidance to CUNY college leaders and faculty in their work with K-16 Initiatives. Ensure that campus-based programs (such as College Now, Tutor Corps, CUNY Explorers, etc.) are well supported by college leaders, and that the programs help support campus goals.

  • Actively collaborate with assigned program leadership and the Senior University Dean to establish policy, strategize on areas of program improvement and staff development, and determine growth potential for programs under her leadership.

  • Foster effective collaboration between and among CUNY’s K-16 programs, as well as with other programs and leaders within the University’s Office of Academic Affairs, CUNY colleges, and the NYC DOE.

  • Assess efficacy, impact and reach of programs by engaging in data analytics and evaluation and share program outcomes and impacts with internal and external stakeholders, including senior university leaders, local and national policy-makers, funders, and students and families throughout New York City.

  • Lead efforts to secure financial and other support for current and future programs from the public sector and private philanthropy.

  • Serve as the University’s point person on issues related to the New York City Department of Education and other education organizations. Lead communication efforts with NYC DOE officials with respect to CUNY goals, priorities and policies. Participate in the CUNY-DOE Steering Committee. Represent CUNY’s relationship with the NYC DOE in work with other divisions in the central office, and at the individual colleges.

  • Support the City’s and the University’s commitment to equity by ensuring that school-college programs and partnerships help eliminate achievement gaps between racial, ethnic, and socioeconomic groups. Advance diversity, inclusion, and social justice within the schools, programs and initiatives within the unit.

  • Other duties as assigned.

QUALIFICATIONS

This position is in CUNY's Executive Compensation Plan. All executive positions require a minimum of a Bachelor's degree and eight years' related experience.

  • Advanced Degree in a relevant field of study preferred

  • Ten years’ experience in higher education, public, private and/or nonprofit sector leadership in academic and/ or policy making positions with progressively increasing levels of responsibility preferred.

  • Significant experience in working with public schools and districts; demonstrated knowledge and expertise of issues related to college readiness, transition and success.

  • Sound knowledge of public K-12 and higher education teaching and learning, policies and structures with a strong understanding of the needs of under-prepared students.

  • Demonstrated commitment to and experience in supporting low-income and minority young students in preparing for and succeeding in higher education.

  • Knowledge, and demonstrated ability to work effectively with university administrators and faculty, elected and appointed government policymakers at the city, state, and federal levels, and leaders in the non-profit and private sectors.

  • Proven track record of raising funding from public and private sources.

  • Strong understanding of the importance of use of data for both evaluation and program management purposes and ability to discuss its use with multiple stakeholders, including research/evaluation, technical and program staff.

  • Strong strategic planning and leadership skills with demonstrated ability to lead cross-functional teams to develop work plans with clear and measurable goals, assess progress, and guide improvement when needed.

  • Outstanding written and oral communication skills and ability to effectively engage multiple audiences.

  • Excellent supervision and facilitation skills, and the ability to effectively lead and manage teams.

City of New York employees, and employees of Participating Employers, hired on or after July 1, 2019, and their eligible dependents, will only be eligible to enroll in the EmblemHealth HIP HMO Preferred Plan, and must remain in the HIP HMO Preferred Plan for the first year (365 days) of employment.

After 365 days of employment, the employee will have the option of either remaining in the HIP HMO Preferred Plan or selecting a different health plan within 30 days before the end of the 365 day period. If a new health plan is selected, the new plan will be effective on the 366th day.

An employee who needs to request an exemption from the required enrollment in the HIP HMO Preferred Plan can do so by submitting an Opt-Out Request Form to EmblemHealth.
