POSITION DETAILS

Reporting to the Executive Director of Labor Hearings and Appeals, the University Hearing Officer is responsible for conducting grievance discussions and hearing disciplinary appeals at Step Two that have been brought under collective bargaining agreements regarding the University's instructional and classified civil service staff.

The University Hearing Officer's responsibilities will also include, but are not limited to, the following:

  • Drafts decisions based on the evidence presented at the hearing, taking into account applicable University policies and procedures, University and College governance plans, and relevant legal precedents.

  • Negotiates and prepares settlement agreements between the University and the unions or other employee representatives, and assists In the negotiation of settlements with the Colleges at Step One.

  • Assists in the preparation of grievances and disciplinary appeals for arbitration and to appropriate University appeal committees.

  • Provides proactive guidance to the labor relations and human resources executives at each College, and develops and leads workshops on grievance and disciplinary issues as well as labor law developments for the University community.

  • Conducts research, drafts memoranda and reports, and participates in planning activities for the Unit.

  • Submits summaries for the Unit's case compendium and serves as a resource to his/her labor

relations colleagues.

  • Works collaboratively with other offices within the University's Central Office, including the Offices of Legal Affairs, Human Resources Management, and Public Safety.

  • May serve on committees and/or represent the Unit at interoffice and intercampus working groups.

  • Participates In Special Projects as assigned by the Executive Director, and may serve on collective bargaining subcommittees and participate in the collective bargaining process.

  • Fulfills other related duties as assigned by the Executive Director of Labor Hearing and Appeals.

QUALIFICATIONS

Bachelor's degree and eight years' related experience required.

OTHER QUALIFICATIONS

  • Baccalaureate degree and at least eight years of related experience required. Master's degree in a

related field or JD preferred and may substitute for up to two years of the required experience.

  • The successful candidate will have superlative written and oral communication skills, excellent

interpersonal and relationship management skills, and strong organizational and computer skills.

  • Experience working on grievance, disciplinary, and arbitration matters, and negotiating settlement agreements is strongly preferred.

  • Experience in higher education is helpful but not necessary.

  • Must possess the ability to work In a fast-paced environment managing multiple priorities while meeting deadlines.

CUNY TITLE OVERVIEW

Acts as University Hearing Officer and is a member of the Labor Hearings and Appeals Unit within the University Office of the Vice Chancellor for Labor Relations.

  • Represents the Chancellor's Designee at grievances and disciplinary proceedings at Step Two

  • Negotiates settlements and writes decisions

  • Assists in the preparation of cases at arbitration

  • Conducts research and provides time-sensitive reports, memoranda and other information

  • Serves as liaison to the University Office of the Vice Chancellor for Human Resources Management, Office of the General Counsel, and University Office of Public Safety

  • Develops and conducts training workshops

  • Performs related duties as assigned
