The City University of New York seeks a dynamic, strategic and solutions oriented professional to serve as the University Vice Chancellor for Facilities Planning, Construction and Management (FPCM). This high profile and critical role requires a collaborative leader with strong knowledge and success in planning, designing and implementing capital construction projects. Areas of direct responsibility and oversight include Capital Budget, Facilities Planning, Design, Construction and Management, Financial Management, Vendor Integrity and Investigations, Real Estate transactions, Contracting services and CUNY Construction Fund.
Located in all five boroughs of New York City, the facilities at CUNY’s campuses include the traditional and the innovative. The University has 300 buildings comprising 29 million square feet of classrooms, instructional and research labs, computer centers, theaters, athletic and recreational facilities, academic and administrative offices, and spaces for many other purposes.
Reporting to the Executive Vice Chancellor and Chief Operating Officer, the Vice Chancellor for FPCM is the University system's most senior executive administrator responsible for the execution of capital construction projects, facilities planning, and physical plant operations and maintenance throughout the City University of New York (CUNY). In consultation with a broad range of constituencies, as well as organizations such as the Dormitory Authority of the State of New York (DASNY) and the City University Construction Fund (CUCF), the Vice Chancellor is responsible for planning, designing, and implementing capital construction projects and the rehabilitation program; administering annual rental program; and monitoring and providing leadership, support and technical assistance to the campuses for their operations.
The Vice Chancellor serves as a member of the Chancellor's Cabinet, as staff to CUNY's Board of Trustees' Committee on Facilities Planning, Construction, and Management, and as staff to the CUCF (Public benefit corporation). The Vice Chancellor oversees a staff of approximately 75 centralized staff, and provides direction and leadership to a wider network of College facilities professionals.
The Vice Chancellor’s responsibilities include, but are not limited to:
Plans, negotiates, and implements CUNY’s $3 billion capital construction program; a major regional economic engine created to provide facilities for CUNY Senior and Community Colleges, contributing to new construction, facilities renovation and critical maintenance projects that support the educational purposes of the University’s mission.
Serves as a principal advisor to the Chancellor on policies and strategic matters related to capital construction and improvement programs, real estate planning and maintenance, renovation and construction projects and other physical plant related issues.
Leads strategic and long-range facilities planning for new construction and improvement projects throughout CUNY.
In concert with senior management teams, develops capital outlays for construction, rehabilitation and scheduled maintenance projects.
Procures Contracts and Task Orders with Consultants and Contractors for multiple projects, in Design, Construction, and Real Estate Planning, including Architectural Design, Engineering Design, Master Planning, Construction, Construction Management/Build Services, General Contracting, Trades Contracting, and Property Development, including Public Private Partnerships.
Manages real estate operations, negotiates and maintains leases for CUNY-wide rental and coordinates acquisition of real property.
Identifies viable public private projects on CUNY campuses, works with consultants and colleges on site selection and planning and assists in selection of consultant team including outlining scope of work, issuing RFPs, conducting interviews, analyzing proposals, and negotiating agreements and fees
Oversees energy conservation and ensures all colleges have modern, safe, efficient facilities through effective planning, design, construction contract administration during all project phases.
This position is in CUNY's Executive Compensation Plan. All executive positions require a minimum of a Bachelor's degree and eight years' related experience. Additional qualifications are defined below by the College.
- Bachelor’s Degree in Engineering, Architecture and eight to ten years of progressively responsible related experience in construction management in public higher education or a related field is required.
Master of Science Degree in Architecture, Construction Management, Engineering or Urban Design
Certified Construction Manager (CCM) and or Professional Engineer (PE) Licensure
Substantial demonstrated experience and knowledge of architectural and engineering planning, space management, design, construction and physical plant management.
Extensive experience managing real estate development and construction projects, negotiating building contracts, labor, and collective bargaining agreements, and the federal and state procurement process
Experience with effective utilization and management of the services of a large number of architectural/engineering firms engaged to implement major facility development/improvement programs.
Applied understanding of the importance of energy, environmental health and safety, technology, instructional activities, and security issues in the planning, design, and operation of physical facilities.
Familiarity with financial instruments within the context of publicly financed capital projects.
Ability to work effectively and collegially within a large, complex university system, including consulting with, and negotiating among, a wide range of constituencies.
Demonstrated commitment to urban public education and the promotion of cultural pluralism.
Exemplary judgment and ethical standards, analytical acumen, superior problem-solving skills, decisiveness and ability to deliver timely advice.

City of New York employees, and employees of Participating Employers, hired on or after July 1, 2019, and their eligible dependents, will only be eligible to enroll in the Emblem Health HIP HMO Preferred Plan, and must remain in the HIP HMO Preferred Plan for the first year (365 days) of employment.
After 365 days of employment, the employee will have the option of either remaining in the HIP HMO Preferred Plan or selecting a different health plan within 30 days before the end of the 365 day period. If a new health plan is selected, the new plan will be effective on the 366th day
An employee who needs to request an exemption from the required enrollment in the HIP HMO Preferred Plan can do so by submitting an Opt-Out Request Form to Emblem Health.
An employee, or eligible dependent, must meet certain criteria and the request must be approved by Emblem Health before the exemption is granted. The Opt-Out Request Form is available on the Emblem Health website.
