CUNY Finance Manager in Queens, New York
Reporting directly to the Director of Procurement, the Finance Manager will be responsible for but not limited to:
The preparation of Board Resolutions and Contract packages for tax levy, non-tax levy projects & RFP's.
Oversee the development and process of advertisement in City Record and NYS Contract Reporter for Tax levy and other contracts.
Work alongside CUNY Legal and City Council on the drafting and approval of boiler plate contracts
Serve as the primary liaison for the Office of Facility Planning, Construction and Management (OFPCM) to verify funds availability, codification, and payment vouchers on capital contracts.
• Responsible for the management of CUNYFirst procurement and other related modules
Responsible for the all external and internal vendor correspondence including but not limited to: release of Invitation for Bid (IFB), Request for Price (RFQ), and Request for Proposal (RFP), conduct-vendor site-visits, issue addendums, and publicly open bids
Negotiate contract details with vendors based on price and product specifications
Advise internal customers with regards to current technology equipment products available under Office of General Services (OGS) and CUNY contracts
Responsible for acting on behalf of director in the absence
Works with IT to ensure Procurement website is updated and functional
Bachelor's Degree and six years' related experience required.
Extensive knowledge of state procurement system
Extensive knowledge of Oracle/PeopleSoft preferred
Higher Education procurement experience preferred
Proficient in MS Office- Word, Excel, PowerPoint, including Pivot tables and VLookup
Certified Public Procurement Officer /Certified Public Professional Buyer
Minimum of three years Supervisory and/or Managerial experience
Experience in delivering presentations and training sessions to the organization

Prepares and manages production of statistical/analytical reports pertinent to financial and operational activities
Assists in developing budgeting policies and procedures, and interprets University-wide policy
Liaisons with auditors and other internal and external agencies as necessary
May negotiate contracts
May hire, supervise and train finance and/or clerical staff and manage related administrative functions
