Under the general supervision of the Manager of IT Infrastructure and Operations and exercising independent initiative and judgment, the Network Service Delivery Engineer is responsible for the surveillance, monitoring, maintenance and daily operations the campus networks inclusive of wired, wireless and servers. This position is designated as essential personnel. This function or position has been designated as “essential.” This means that the individual is expected to carry a department provided mobile device and answer critical calls and e-mails in a reasonable time frame even after hours. Additionally, when the College is faced with an institution emergency, employees in such positions may be required to remain at their work location or to report to work to protect, recover and continue operations at the College. Other responsibilities include but are not limited to:
Managing and providing technical expertise in the support of all activities, processes, procedures, and tools in protecting and safeguarding technology-based information.
Responding to and managing network service tickets based on QC service level agreement standards.
Providing solutions to related issues that are both strategic and tactical to College initiatives.
Assuming the role of Project Manager in designing, acquiring documents, negotiating cost and managing the implementation/closeout of network/telecom related projects with internal and external constituents.
Managing Cisco Catalyst lOS switch/routing, Fourscout and Barracuda security appliance platforms, and Aruba wireless platform.
Working closely with the Telecom and Cabling Services Manager in support of the cabling infrastructure in the data center and multiple IDF's across campus.
Planning and implementing network upgrades to ensure an optimal and secure technology infrastructure; participates in planning to support QC IT Operations and QC Facilities projects for wired and wireless infrastructure.
Enforcing network security policies through management of NAC devices.
Managing key aspects of the college Business Continuity/Disaster Recovery requirements pertaining to network, telecom, data and server availability.
Liaising with CUNY Central and other campus constituents on information security awareness and breach procedures.
Performing internal information security audits, periodic reviews and recovery testing; contributes to network/information security related attestations.
Maintaining up-to-date documentation and procedures for network/telecom/information security related aspects of the campus infrastructure and operations.
Configuring and managing Active Directory, Application/Database and Desktop security in support of desktop, user, and group management functions.
Reviewing requests for new equipment and software with appropriate IT management to ensure compliance with business requirements.
Serving on the Incident Management Team for major Network and Information Security incidents during and outside of working hours; coordinates the notification and resolution processes.
Six (6) years of progressively responsible full-time paid information systems technology experience, at least 18 months of which shall have been in an administrative or managerial capacity in the areas of computer applications programming, systems programming, information systems development, data telecommunications, data base administration or a closely related area.
Education at an accredited College or University may be substituted for the general information systems technology experience at the rate of one year of college for 6 months of experience up to a maximum of 4 years of college for 2 years of experience. In addition a Master's degree in computer science or a closely related field from an accredited college or university may be substituted for an additional year of the general information systems technology experience. However, all candidates must possess the 18 months of administrative or managerial experience described above.
This title has multiple levels. In addition to the minimum qualifications above, additional qualifications, such as education, experience, or certification relevant to the area of specialization are required.
Experience in the following is preferred:
Experience with CUCM, Cisco 3900, 4500, 3800, 2900
Cisco IOS switching and configuration, and Cisco NAC
Cisco CUCM VoIP call manager and contact center experience
Managing IP v4/v6 switched and routed VLAN’s
Supervising technical staff
Setting up and managing IPSEC, L2L and web SSL VPN on a Cisco platform
Managing Aruba wireless infrastructure
Knowledge of ITIL concepts including Service Management and Service Delivery; experience working within the ITIL Framework for Incident, Problem, Change, or Service Request Management
ITIL Foundation Certificate
Utilize network monitoring, firewalls and intrusion detection solutions (Palo Alto, Forescout, Barracuda)
Writing and maintaining information security policies. Document using network diagramming software (Visio)
Managing the implementation of circuits and data/voice connectivity with Fiber and Copper physical layer technologies
The successful candidate should also possess the following qualifications:
Ability to create and modify processes and effectively communicate them to direct reports, colleagues and users
Excellent oral and written communication skills
Experience with VMWare and EMC SAN a plus
Candidates with CCNP (or higher) certification
Commensurate with qualifications and experience
